April 1, 1981 Park Board Minutes Page 8 A. Comprehensive Plan Review (Continued) Motion by Dahl, seconded by Johnson, to approve the perspective • portion of the Comprehensive Plan. Motion passed. B. Downtown Development Hogan stated he attended the last meeting which was a review meeting. There is an April 15th meeting scheduled with the hotel people. Should have a contract after that. Next Downtown meeting is scheduled April 7th. They are the first Tuesdays and third Wednesdays of each month. Anderson talked about abandoning a portion of 3rd Avenue and trading parking with St. John's Church. In a preliminary discussion, the church was not interested in reducing-the size of their parking lot. The Mayor suggested. acquiring lots northeast of the park. One lot is vacant, two others have homes. They could be given long term tenant rights and acquire three parcels to compensate for park land that will be used for office buildings. Gunderman asked if the park could be moved to another location. Anderson said there zs no other open space in the Downtown area. Veterans is 5 acres.- It may be cut hack to 3 or 4 acres. Gunderman asked if we could lease property. from Hypro. • Van Hatten said if you change it, it better be for the better. Gunderman said the Downtown area will change and have more traffic. Perhaps the park could be moved to a quieter area. Gunderman feels that the planners ideas for the park are 180° from what the residents want. Anderson said no. They want to leave the park with everything that exists there now.. Schmidt said the planners are concerned with aesthetics. You could replace this park and move to another area. It may be worth exploring. Anderson said the aria by Hypro may be unbuildable but would be good park land.. Schmidt added that the City may even own some land there. He mentioned that the present park location may get squeezed in the future. Carlson saz.d a disadvantage would be crossing a busy street to get to the park. Dahl said it would be a terrible access. Anderson said it's worth looking into. L_I Van Hatten asked why the whole block was not in the Downtown district.
