f'ebruary 3, 1981 Park Board Minutes' <br />Page.3 <br />Anderson explained that the next map showed barriers, identi- <br />fied-railroad tracks, freeways, and Long Lake barriers. <br />Johnson asked Anderson to define barrier. <br />Anderson explained that this was something physical that was <br />preventing people from getting to a park, i.e. railroad tracks, <br />freeways, lakes, etc. <br />Grimshaw asked if the width of a road determined <br />whether or not it was considered a barrier. If the road <br />was wide enough., bicycles and walkers could get to the park. <br />Anderson answered no; width does not dermine whether it is barrier. <br />Dahl asked if perhaps there should be a map of existing trails. <br />Anderson felt-there wasn't enough. to show on a map. We only <br />have one trail system in our parks. <br />Anderson stated the next page showed the national standard. <br />With our facilities and school facilities we meet or exceed <br />the standard in almost every category. <br />Dahl felt it would be easier to understand if there were some- <br />thing stated in regard to park and recreation and goals-and <br />objectives before the national standard. <br />Anderson stated he did it this way because typically it has <br />been done this way in other Cities. Wants to show that we <br />are working toward goals and objectives. The order being <br />what we have, what our standards are and. then our goals. <br />Dahl expressed concern with the page titled "Park and Recrea- <br />tional Open Space.." She felt the park philosophy done by a <br />Park Board-.sub group should be inserted in ..this page... <br />Anderson said he will rewrite it and submit it to the Park <br />Board at the next meeting. <br />Anderson commented that the order will be determined at a. <br />later date when the content'is updated and completed to the. <br />Park Board"s. satisfaction. <br />Carlson asked if `all school district property was included in <br />"Open Space" section or just those where we have joint. powers <br />agreements. <br />Anderson responded it included all schools. <br />Grimshaw suggested showing existing schools along with parks <br />on the "Determination of Needs" page. <br />On the "Determination of Needs" page Dahl asked if the 236 <br />acres applied to population <br />Anderson said yes.. <br />
