. January 28, 1981
To: New Brighton Park Board
From: Maurice H. Anders'{/~rector Park and Rec.
Re: Land Rental Brightwood Hills
The City had been approached by the Bankers with a request
to purchase the land referred to iri~.their letter. The-City
Attorney has advised us that it would be difficult, if .not
impossible, to sell the land within the terms of our loan
agreement with Ramsey County. The Hankers'have now pro-
posed to rent the property with the intention of offering
to purchase at the conclusion of the City's lease with
Ramsey County. The City Attorney has advised us that it
is possible to accomplish both the rental and subsequent
purchase if the City so desires. He suggests that if we
should rent the property to them, that it be on a yearly
basis, can be cancelled by the City with little or no
notice and that no major land alterations be allowed.
• The land in question is not used by the golf course opera-
tion and its loss would not have any adverse effect upon
the operation. On the other hand, rental to the Bankers'
offers no significant benefit to the golf course operation
or the City except to possibly generate some good will from
the Bankers'.
I am somewhat concerned. about setting a precedent such as
this.. We have many residences abutting portions of park
property that are not heavily used and it wouldn't ba de-
sirable to encourage .requests of this nature.
•
