~ ~e <br />:fr .. <br />~~ ~ 12A <br />Other <br />The Council recommends legislative <br />' approval of several changes in law that <br />fall into the "housekeeping" category. <br />These include: <br />_ -Amending the Metropolitan <br />Agricultural Preserves Act enacted <br />in 1980, Minn. laws 1980, ch. <br />566, to clarify its relationship with <br />the "Green Acres" law, Minn. <br />Stat., sec. 273.111 (1978). <br />- Amending the Metropolitan Land <br />r Planning Act of 1976 to clarify and <br />simplify the process by which the <br />Council reviews amendments to <br />local comprehensive plans. Minn. <br />Stat., secs. 473.851-473.872 <br />(1978). <br />- Arending the Metropolitan Reorgan- <br />ization Act of 1974 to provide for a <br />change in the responsibilities of the <br />Metropolitan Transit Commission. <br />Minn. Stat., sec. 473 (1978). The <br />law now requires the MTC to pre- <br />. pare along-range transportation <br />development program. The commis- <br />. sion is proposing, with Council <br />support, that this requirements be <br />changed to provide for MTC prepara- <br />tion of a long-range transit develop- <br />ment program. <br />1980 Publications <br />The Council pu 'shed close to 100 <br />plans, reports and ochures on a broad <br />range of regional issu during 1980, <br />in addition to its week Review and <br />monthly Metro Monitor n wsletters. <br />Eight reports on disposal of so waste <br />and sewage sludge were issued in <br />response to requirements in the 198 <br />State Waste Management Act. Include <br />were reportson estimated waste dis- <br />posal capacity needs, options for solid <br />• waste reduction and recovery, and a <br />directory of recycling centers in th <br />Region. <br />' The Council issued a series of ports <br />and "planning briefs" to hel commu- <br />nities prepare local compr ensive plans <br />under the 1976 Metrop rtan Land <br />- Planning Act. Eleven eports on issues <br />ranging from citize articipation to <br />zoning to provide pportunities for <br />lower-cost hour' g were distributed to <br />` " ` local governme ts. Stat., sec. <br />473.173 (1978). <br />Th ~ Council received a request from <br />Birc ood during the year to review the <br />metrop Titan significance of a proposed <br />510-unit ousing development in <br />neighborin Mahtomedi. Birchwood's <br />concerns had o do with the impact of <br />the developme on the city's parks, <br />roads, traffic and orrn sewer system. <br />During the Council review, Mahtomfedi <br />turned down the developer's applica- <br />tion for a permit for the project. It was <br />ex ected at ear's end, that the three <br />
