Dear Commissioner orth: <br />z <br />c~ <br />~ The City of New Brighton requests that the County Board <br />0o respond to Resolution No. 2347 of the'City of New Brighton <br />W (GOpy enclosed). Specifically, the City requests that the <br />$ matter be placed on"the County Board's agenda and that the <br />-City of New exighton be given the opportunity to present <br />the Resolution. <br />We are aware that the Hoard, through-it's committees, has <br />z discussed regional park maintenance and development and <br />has taken a position before the Metropolitan Council advocating <br />~ regional park funds for maintenance by-some non-property <br />tax source. However, the Park Commission and the City Council <br />,.~ of New Brighton are very concerned about expediting the Long <br />r, Lake/Rush Lake Regional Park projectand foresee that non- <br />ce County property tax support for regional parks has some <br />major hurdles to overcome. These hurdles would include the <br />~ support of the Metropolitan Council and broad support from <br />i metropolitan counties and cities. Moreover, a bill would <br />~ have to be introduced and passed by the State Legislature. <br />Q While we don't conclude that these efforts are impossibilities, <br />~ we see the probability of home-non-property tax County support <br />W for operation and maintenance of regional parks to have ~- <br />~ xather low probability of success, at .east in the short run. <br />~ Specifically, our Resolution requests information from the <br />County Board of Commissioners as to whether the Board accepts <br />~, their designation as implementing agency for the Long Lake/ <br />Rush Lake Regional park, and how this project may-be expedited. <br /> <br />
