@W
righton
M
tp
~ November
N
e-
tt~
L4')
1, 1980
,d To: New Brighton Park Board
t-
w From: Pamela R. Schmitz, Recreation Program Supervi r
Z
Re: School Use Policy
z
0
E--
Enclosed is a draft Qf a policy the Department would like to begin
to implement within the next three weeks concerning groups' ©r organi-
m xations' requests for school use through our Department. In the past
w individuals or groups wanting school space .would request times through
Z the Park and Recreation Department because of our higher priority
with the school district. Most groups were given time without any
Q guidelines set. It'aid not create too much of a problem because de-
~ mend was low. The Community Education.Department has now formalized
w a policy and regulation concerning school use and reyuested that
Park and Recreation Departments in the school district be aware of
~-; the policy and use it as a guideline when requesting space. Be-
~ cause of that policy-and regulation and of the increased demand far
~ gym space, we have developed the enclosed policy. This policy will
~ then allow us to treat each group or individual on a consistent basis.
Two groups presently usiny gym space, who have been given space in
~,. years past, may have some opp~siti_on to our formalizing this policy.
~ One group is headed by Mr. Robert Halve, a school board member, who
z has for the last 1O years played basketball at Highview Middle School
~ every Wednesday evening from 7:00-10;00
p.m. September through May.
~ This group consists of 10-20 individuals. On Wednesday nights we
Q run a Co-Rec Volleyball League which presently can only accommodate
w four playing teams a night because of gymnastics cla5sess and Bob
0 Halva's group. There has been enough requests that we are consider-
Z ing expanding the Teague to 6-fit teams, but couldn't because of the
~ conflict. The second rou is associated with Glenn Be
~- g p ggn and con-
id silts of a soccer sports club, who have in the past requested gym
space at Chippewa Noddle School, Shoreview. Trr the past they have
w been directly involved with the Park and Recreation Department Soccer
oc Program and so Chuck Corlett assisted them with getting gym space.
~ Now, however, Nike Soccer Club has not been as directly involved and
Q is made up of in<iividuals from all over the metro area. We find it
Y hard to justify requesting space in a non-New Brighton school for an
°C essential non-resident group during a popular time.
Q
1~. Because of past City involvement with these irrdividuals and potential
conflicts that might`arise, we felt that you should review and comment
on the policy before. it is implemented.
Please advise us if therm are any changes or additions in this policy
which y~;.~ fee3 rr~c°L:ssary.
