@W <br />REPORT TO THE CITY COUNCLL <br />righton <br />~ RE: DEVELOPMENT QF <br /> <br />Report No. $019.4 <br />November 6, 198Q <br />LONG LAKE/RUSH LAKE REGIONAL PARK <br />inclosed is a County staff recommendation to the Ramsey <br />County 9oard regarding the development of Long Lake/Rush <br />Lake regional park. The recommendation is to be submitted <br />to the County Park and Recreation Committee on Novembex`17, <br />19AQ and possibly to the full Board on November 24, 19~Q. <br />Maurie Anderson, New Brighton Park and Recreation Director <br />has submitted his recommendation re~.ative to the Long Lake <br />Park issue. Maude and I are not in agreement on his <br />recommendation, But we both agree that the Council should <br />approve some strategy for the November 17th Ramsey County <br />Park Committee meeting. Maurie also believes that we ought <br />to hear the staff proposal and only comment on any questions <br />that are directed to us. My opinion is that we ought to <br />argue a position in front of the full committee, a position <br />agreed upon by the Council on November l2, 198Q. Since the <br />New Brighton Park'soard is meeting on the 12th at City Hall, <br />it may be advisable to invite the commissioners into the <br />meeting and jointly develop a strategy and final position, <br />Maurie and I had met with the County. staff twice to disGUSs <br />tfie terms of the agreement. The agreement submitted is the <br />third draft that hits been discussed, pur position is in <br />contradiction with the County's in a couple of areas though <br />the sign~.ficance o~ the differences is subject to debate. <br />_The last New Brighton. staff proposal was that the City would <br />agree to the full 'transfer of title to Long Lake Parr at <br />the time development of the Long Fake 'ark portion is completed <br />based on the approved development plan. The County's Final <br />document has been modified to indicate that transfer of title <br />would take place as specified in a purchase agreement. If we <br />condition title transfer in the purchase agreement to the <br />development occurring, we may have met our objective, which <br />is to insure that the development occurs prior to giving up <br />all rights to the property. <br />The other .area of difference with our staff position is to <br />guarantee a maintenance standard within the park, Understandab <br />the County would not wish to commit to a standard which they <br />may not achieve due to budget restraints, and therefore they <br />have eliminated our reyuest to insert more specificity as to <br />the standard. <br />The last difference is that we have asked for a definition, <br />as part of .the agreement, of "local share costs" and the <br />County has not included that defini'tiQp, <br />Issued by ~~ty Manager <br />
