@W REPORT TO THE CITY COUNCLL righton ~ RE: DEVELOPMENT QF Report No. $019.4 November 6, 198Q LONG LAKE/RUSH LAKE REGIONAL PARK inclosed is a County staff recommendation to the Ramsey County 9oard regarding the development of Long Lake/Rush Lake regional park. The recommendation is to be submitted to the County Park and Recreation Committee on Novembex`17, 19AQ and possibly to the full Board on November 24, 19~Q. Maurie Anderson, New Brighton Park and Recreation Director has submitted his recommendation re~.ative to the Long Lake Park issue. Maude and I are not in agreement on his recommendation, But we both agree that the Council should approve some strategy for the November 17th Ramsey County Park Committee meeting. Maurie also believes that we ought to hear the staff proposal and only comment on any questions that are directed to us. My opinion is that we ought to argue a position in front of the full committee, a position agreed upon by the Council on November l2, 198Q. Since the New Brighton Park'soard is meeting on the 12th at City Hall, it may be advisable to invite the commissioners into the meeting and jointly develop a strategy and final position, Maurie and I had met with the County. staff twice to disGUSs tfie terms of the agreement. The agreement submitted is the third draft that hits been discussed, pur position is in contradiction with the County's in a couple of areas though the sign~.ficance o~ the differences is subject to debate. _The last New Brighton. staff proposal was that the City would agree to the full 'transfer of title to Long Lake Parr at the time development of the Long Fake 'ark portion is completed based on the approved development plan. The County's Final document has been modified to indicate that transfer of title would take place as specified in a purchase agreement. If we condition title transfer in the purchase agreement to the development occurring, we may have met our objective, which is to insure that the development occurs prior to giving up all rights to the property. The other .area of difference with our staff position is to guarantee a maintenance standard within the park, Understandab the County would not wish to commit to a standard which they may not achieve due to budget restraints, and therefore they have eliminated our reyuest to insert more specificity as to the standard. The last difference is that we have asked for a definition, as part of .the agreement, of "local share costs" and the County has not included that defini'tiQp, Issued by ~~ty Manager
