DRAFT <br />STATEMENT OF RAMSEY COUNTY BOARD OF COMMISSIONERS <br />• METROPOLITAN COUNCIL HEARING <br />June 26, 1980 <br />PROPOSED RECREATION OPEN SPACE DEVELOPMENT GUIDE POLICY PLAN <br />The Ramsey County Board of Commissioners appreciates the opportunity to address <br />the Metropolitan Council regarding the proposed Recreation Open Space Development <br />Guide Policy Plan. We would like to discuss specifically the section on Operations <br />and Maintenance for Regional Recreation Open Space, which begins on page 37 of <br />the proposed Policy Plan. In particular, Ramsey County supports proposed Policy <br />#22, which states that "Costs of operation and maintenance should be subsidized <br />on a region-wide or state-wide basis to equalize costs paid by taxpayers through- <br />out the Region." We do, however, suggest two amendments to that proposed policy: <br />1. Emphasis should be placed upon statewide support rather than <br />region-wide, in keeping with the approach used in regional <br />park development. The policy statement should be changed to <br />read "... subsidized on a state-wide or region-wide basis....". <br />2. The Council should commit explicitly to funding sources other <br />than the property tax, since the primary reason that we seek <br />non-local funding is to provide a lower property tax for <br />citizens. The policy statement should be changed to read <br />"...to equalize costs paid by taxpayers throughout the Region, <br />with maximum use of non-property tax revenues." <br />* * * * * * * * * * <br />The Ramsey County Parks and Recreation Department has recently completed a detailed <br />analysis and projection of future operations and maintenance costs for the regional <br />park system in Ramsey County and believes that the information it contains will be <br />useful to both the Metropolitan Council and the other implementing agencies in <br />• <br />
