.~ <br />Statement of Ramsey County Board of Commissioners <br />Metropolitan Council Hearing, 6-26-80 page '2 <br />developing an appropriate program for funding of operations and maintenance <br />costs. The study indicates that when the regional parks in Ramsey County are <br />fully developed according to present plans, the annual cost of maintenance, <br />operations and security for the regional parks will have increased slightly <br />over $1,000,000 from the present level of $470,000. This 200 increase would <br />occur gradually over the next 15 years. <br />While the average anticipated annual cost per household of $16.84 for regional <br />park maintenance and operations is not in itself a large figure, the Ramsey <br />County Board must consider its tots] county responsibilities in determining <br />what programs realistically can be supported through property taxes. We believe <br />that the regional park system is one which can and should be supported through, <br />for example, taxes upon recreational equipment, license fees for recreational <br />vehicles, user fees and other similar revenue sources which relate to the <br />purpose of the parks. A metropolitan Council Task Force has detailed potential <br />non-property tax revenues, and we ask that its recommendations be given serious <br />consideration in implementing the proposed Policy #22. <br />Ramsey County further requests prompt action from Metropolitan Council in de- <br />veloping a proposal and seeking such statewide non-property tax revenues for <br />operations and maintenance of the regional park system. ~ Our staff analysis <br />shows that if development proceeds as presently planned, an increase of over <br />X500,000 in operations and maintenance costs will occur in the next two years. <br />While Ramsey County is committed to the regional park program, we are concerned <br />about proceeding with such development unless a clear commitment from Metropolitan <br /> <br />
