. ,
-.
Statement of Ramsey County Board of Commissioners
Metropolitan Council Nearing, June 26, 1980 _ page 3
Council to work with us in obtaining non-property tax revenue for maintenance
and operations exists.
Finally, we wish to indicate to the Council that our support for statewide,
non-property tax revenues for maintenance and operation of the regional parks
in no way suggests a desire to relinquish control, administration, and
implementation of the system to another entity. We continue to believe that
our Board and staff are capable of implementing and administering a quality
regional park system.
We do recognize that non-county funding of maintenance and operations costs
will probably be coupled with regionwide standards for park operations. We
• are prepared to work with the Council to develop guidelines that will be
appropriate for use by the counties in operating the system. In turn, we are
prepared to work with the Council to seek legislative approval of a statewide,
non-property tax funding system, as well as in the design of such a system.
We ask that the Metropolitan Council amend Policy #22 as suggested, adopt
that policy statement, and proceed to work with all of the implementing agencies
rapidly to achieve its implementation. We appreciate your serious consideration
of our concerns.
•
