Anders~f;' i~ctor Park and Recreation 80-71 l ~~ The Council has requested an update on the status of the'Long Lake Park. It is impractical to detail. the entire process, however I will list the agencies involved and attempt to ex- plain their involvement. City of New Brighton -Purchased 109 acres of the..site in 1970 -Requested regional designation of park from Metro Council in 197 Approved development concept plan January 1979 ~~-Park Board recommended wont powers agreement to Ramsey County for operation and maintenance of-site Ramsey County -Purchased Rush Lake portion of site in 1975 with Metro Council funds -Staff prepared concept. plan and drafted Joint powers agree- ment for operation and maintenance.- Currently studying costs of operating and maintaining regional park system, expect to have County Board consideration 5/27/80 -County Board action on joint powers agreement with-New Brighten and subsequent park master plan August 1980 Metropolitan Colzncil -Allocated funding for development of regional park -Will not release funding until operation and maintenance responsibilities are detex'mined. As can be seen by the preceding information, the log jam is occurring at the County le~~el where the County Board is trying to determine if they wish to get into the regional-park business. At this time it is impossible to determine what course the Board will choose since the staff report is not due in the county admin- istrators office until May 1st and will likely not have his comments for a *aeek or two later. Once the County Board has reached a de- cision on the regional system, the City can choose its course. In response to a question posed by the Counci_1 as to whether there was a way to speed up the county process, I am not aware of any ex- cept to communicate regular~.y with County Board members expressing concern..
