Anders~f;' i~ctor Park and Recreation <br />80-71 <br />l <br />~~ <br />The Council has requested an update on the status of the'Long <br />Lake Park. It is impractical to detail. the entire process, <br />however I will list the agencies involved and attempt to ex- <br />plain their involvement. <br />City of New Brighton <br />-Purchased 109 acres of the..site in 1970 <br />-Requested regional designation of park from Metro Council <br />in 197 <br />Approved development concept plan January 1979 <br />~~-Park Board recommended wont powers agreement to Ramsey <br />County for operation and maintenance of-site <br />Ramsey County <br />-Purchased Rush Lake portion of site in 1975 with Metro <br />Council funds <br />-Staff prepared concept. plan and drafted Joint powers agree- <br />ment for operation and maintenance.- Currently studying <br />costs of operating and maintaining regional park system, <br />expect to have County Board consideration 5/27/80 <br />-County Board action on joint powers agreement with-New Brighten <br />and subsequent park master plan August 1980 <br />Metropolitan Colzncil <br />-Allocated funding for development of regional park <br />-Will not release funding until operation and maintenance <br />responsibilities are detex'mined. <br />As can be seen by the preceding information, the log jam is <br />occurring at the County le~~el where the County Board is trying <br />to determine if they wish to get into the regional-park business. <br />At this time it is impossible to determine what course the Board <br />will choose since the staff report is not due in the county admin- <br />istrators office until May 1st and will likely not have his comments <br />for a *aeek or two later. Once the County Board has reached a de- <br />cision on the regional system, the City can choose its course. In <br />response to a question posed by the Counci_1 as to whether there <br />was a way to speed up the county process, I am not aware of any ex- <br />cept to communicate regular~.y with County Board members expressing <br />concern.. <br />
