P <br /> <br />-Z- <br />Highview Middle School. The report also indicates the other activities which <br />take. place in/on city or school property. <br />The purposes for the proposed joint powers agreement (copy B attached) are to: <br />1.. Insure commitment by both the school district and the City of-New <br />Brighton to jointly schedule the use of and to maintain the outside <br />facilities. <br />2. Insure that yearly maintenance agreements are developed and agreed to <br />by both parties. <br />3. Insure that should either party not meet its agreements there are speci- <br />fic steps to be taken to review the reasons and to keep communications <br />open between the two administrations and the School Board and the City <br />Council. <br /><- <br />4. To set key check point dates for reaching agreements and for verifying <br />the functioning levels of communications. <br />The P~7ounds View School Outside Facilities Maintenance Standards (copy C attached) <br />were developed by the Park and Recreation Directors from the cities of dew <br />Brighton, Shoreview; Arden Hills, Mounds View; John Qstlund, Coordinator of Com- <br />munity Education; Mounds. View School District staff members, Robert Chatfield, <br />Coordinator of Operations; and Alex Gadacz, Supervisor of maintenance and Grounds; <br />George Christenson, Director of Community Education, Planning, Fesearch and Re- <br />porting Services; and have been reviewed. by the assistant principals of the four <br />middle schools. <br />.These standards are-the basis-for the setting of the maintenance agreements. <br />The maintenance agreement (a copy of a partially completed form is attached -- <br />copy D) becomes the statement in writing as what each of the parties will do <br />during a.stated year.- Based on the experience of both parties plus any new in- <br />formation, a new agreement would be developed by March 15 for the coming year. <br />A possibility is to have the agreements gradually cover a two (2) or three (3) <br />year period. <br />In order to have this previously stated system work, the Highview Outside facil- <br />ities have to be upgraded. The plans developed by Roy Anderson of Wehrman- <br />Chapman-Associates, after receiving excellent help and input-from Chuck Corlett <br />and Maurie Anderson, the teachers, coaches and administration at Highview, <br />school board members, and school district central office staff and administra- <br />tors, are attached.••(copy E)• These have been approved by the school board with <br />a bid date set for Thursday, March i3, at 2:00 p.m. <br />We believe they have incorporated as many of the suggestions received as possi- <br />ble, based on the budget constraints. <br />The bid forms and the timelines and estimates of costs are attached ... (copy F)• <br />The timelines are Set so as to use the fields, weather permitting, starting in <br />late August, 1980. <br />We are looking forward to the meetings where we will have the opportunity to <br />discuss the proposal and plans in detail and hopefully establish the beginnings <br />of an advantageous, formal joint powers relationship. <br />
