WITTER Superintendent M E M O T0: Maurie Anderson, Park and ~Recreatlon Director of N w Brighton FROM; George Christenson and John Ostlund RE: Proposed Joint Powers and Maintenance Agreem is for Highyiew Middle School Outside Facilities (fields, etc.) and the Plans for Upgrading the Highview Outside Facilities Based on our many meetings/planning sessions the materials for the proposed joint powers and maintenance agreements are ready for review by the City of New Brighton Park and Recreation Commission and then the City Council. The goal and the objec- tives of the joint efforts are: GOAL - O~IERALL: TO DEVELOP AND EFFECTIVELY MAINTAIN THE P9IDDLE SCHOOLS' OUTSIDE FACILITIES (FI'ELDS, ETC.) FOR THE CONVENIENT USE OF THE SCHOOLS AND THE CITIES. OBJECTIVES: 1,~ To provide improved outside facilities (field areas, etc.) for use by the schools and cities. 2. To .jointly develop and maintain the sites at agreed to standards of maintenance. . 3. To cooperatively plan for the use, scheduling of the use, and mainten- ance of the outside facilities, thereby using the expertise from two staffs which should bring about better communications and .more effici- ent operations of all parties. 4. To reduce the amount of duplication of proposed or existing facilities, thereby reducing the costs of development and maintenance for both the school district and-the. cities. 5. To jointly share in the maintenance costs by designating which party will perform which tasks. This should reduce the duplicate purchase .and operation of equipment and the duplication of labor costs., In support of these proposed joint efforts to develop, schedule for use, use, and maintain the Highview Middle School outside facilities, we present on the next pages the."Mounds View Schools Community Education bepartment and the New Brighton Parks and Recreation Department Facilitated Usage of the Area Schools." (copy A attached) Specifically look at the items checked which take place at Independent School District No. 621 adheres to the principle that all persons shall have equal opportunity and access to tts education facilities, activities, and employment without regard to race, creed, age, sex, or national origin.
