If the city does decide <br />to invest its resources in this project it seems appropriate to <br />require some guarantee that the investment will provide a guaranteed <br />return. <br />In summary, there is no question that Highview athletic facilities, <br />as well as those of other schools in the city, receive a tremendous <br />amount of non-school use. The City of New Brighton uses school indoor <br />facilities extensively but rarely uses school outdoor facilities. The <br />city uses its park system almost exclusively for its own outdoor ath- <br />letic programs, however district outdoor. athletic facilities are <br />heavily used by soccer, football and baseball associations. Over <br />50% of the activities of these organizations take place on school <br />facilities. <br />The issue at the heart of this discussion seems to be, who should <br />be responsible for providing quality athletic facilities for these <br />user groups. <br />
