Anderson, Director Park and Recreation <br />Re: Joint Powers Agreement Highview <br />The Mounds View School District is requesting that the City of <br />New Brighton enter into a joint powers agreement for the develop- <br />ment and maintenance of the athletic field at Highview Middle <br />School. The district is planning to spend $100-,000-$170,000 <br />this summer for renovation of the site. They are requesting <br />city participation because of the heavy use of the facility by <br />community athletic organizations. The request is for $15,000. <br />for the first three years, with future maintenance agreement <br />negotiated on a yearly basis.- <br />Similar agreements are being explored with other municipalities. <br />in the district. The City of Mounds View participated in the <br />renovation of Edgewood Jr. High in 1979, however New Brighton <br />is the first community to address the issue of providing main- <br />tenance on school property. It should be..noted, as evidenced <br />by exhibit A, that New Brighton parks are used to a considerable <br />degree by the school athletic programs. New ..Brighton having the <br />most highly developed park system in the district is providing <br />more of these services than Arden Hills, Mounds View or Shore- <br />view. <br />The services being requested by the school district are services <br />that our park maintenance personnel are qualified to perform and <br />include installing backstops., goal posts,. infields of ball diamonds, <br />mowing, fertilizing of turf, etc. However, if the city commits <br />$5,000 annually, or any other amount, to district facility main- <br />tenance, an equal amount of maintenance or construction on city <br />parks will have to be eliminated. <br />The district has established a facility use policy (#1330-see <br />attachment) that is currently in force and gives the district <br />absolute authority over all facility use in the district. Obvi- <br />ously, this policy is needed and it is logical for any unit of <br />government to exercise complete control over its own facilities. <br />Under the conditions of the policy the city has the. second claims <br />to facility use after district use. It is conceivable, however, <br />that on a facility as small as Highview that.: the school use could <br />be so intensive as to preclude community use without severe damage <br />to the facility. The redevelopment of the site and the adoption <br />of a strict set of maintenance standards greatly reduce the possi- <br />bility of this happening, however if it should occur, community <br />
