November. 12, 198Q Park Board Minutes <br />Page 4 <br />Carlson said the Council will be negotiating with the County staff. <br />Benke said he understands that the .Park Board prefers to do nothing <br />until we receive a proposal from the County Board. <br />Anderson said that is correct.. <br />Benke stated the Manager wants the City to negotiate. <br />Carlson stated the County could make changes to the report that <br />the City is responding to. <br />Dahl stated there is nothing to gain until we have the final pro- <br />posal. <br />Benke asked. what the City will do when it receives the final pro- <br />posal, it may be worse than the current_ proposal. <br />Anderson commeted the City has nothing to lose by waiting. We <br />have not received anything from the County since 1974. We need <br />a starting point. We don't know where they are, they don't either.. <br />Benke stated that in negotiations we will start at the highest <br />level. <br />Anderson stated. that we want everything, Ramsey County may not <br />want to even discuss it with us. <br />Gunderman told .Benke he would. like to explore other alternatives. <br />Gunderman stated he could understand the Manager's position because <br />things happen behind the scene. <br />Carlson said yes,. but the City would be negotiating with County <br />staff-rather than the Board. <br />Dahl stated there has already been alot of negotiating done on <br />this. We have to wait for the Board report for something concrete <br />to work with. <br />Grimshaw stated when .the report comes we can be looking both at <br />negotiation and also other alternatives. <br />Johnson. stated he preferred no.t to transfer ownership. <br />Dahl stated that could possibl~T be an option-but we don't know at <br />this time.. <br />Johnson stated that when the proposal comes back we should know <br />what. we agree and .disagree with. <br />Dahl stated .that if something is discussed now it may-come back to <br />haunt us because we really don't know what the County Board's de- <br />cision is. <br />
