October 1, 1980 .Park Board Minutes <br />Page 2 <br />was not necessary. Benke also added that the safety aspect will <br />be addressed before the actual work begins. <br />V. New Business <br />A. Vermont Park Purchase <br />Anderson stated the City purchased the lot from Perron for: $12,000. <br />The area will be used to expand the play area. It is not a huge <br />piece of property but the park is small and any addition is welcome. <br />Benke asked what kind of equipment is planned. and will any CIP <br />money. be needed. <br />Anderson stated. the equipment has already been purchased and is <br />not of any great size. <br />B. "Hansen Park" House - Oswalt <br />Va.n Hatters stated this-was discussed at .the City Council meeting <br />and was wondering :i~ the .property. would be .useful to the City. <br />He thought perhaps the property to the east of the house.eould be <br />traded for his property. He realizes the City probably has no <br />legal obligation to Oswalt but maybe a moral obligation.. <br />Benke briefly described the location and situation with the house. <br />He stated Oswalt has lived there for about 5,years and the house <br />~~, j has been there for about 21 years. The dam was built in 19 <br />` Oswalt claims settling has occurred with the last year. Pilings <br />were put under the house when it.was built.. The ground is peat <br />which .shrinks and rots when dry. Perhaps if it would have stayed , <br />wet it would not have happened. .There is a possibi;ity the City <br />is liable and also a possibility they are-not. Right now we are <br />waiting to find out what is causing the settling. <br />Gunderman stated sincethe holding pond was put in there was major <br />water .problems in that area. <br />Anderson responded to Van: Hatt.en's original question of trading <br />the property Stating that Oswalt; was told that this may be an option. <br />Oswalt-responded at that time he was not interested in the trade <br />mainlybee.~,use of the cost:.. of moving the house. The City may not <br />have title to the piece of property. east of the: home.. and if that <br />is'the ease it cannot legally beā¢traded. <br />Gunderman asked what kind of money Oswalt was asking. <br />Benke responded Oswalt felt hi property was wcarth$65,000. <br />Solberg asked why they permitted the house to be built_if conditions <br />were bad. <br />Benke stated they obviously knew there .was a problem or the pilings <br />would not have been placed under the house. <br />
