Joint Powers Agreement Highview Middle School (Cont.) • <br />would be guaranteed use of Highview athletic area in the <br />event.the agreement is reached. <br />Gunderman introduced Dr. Christenson from the Schoo7_l.:_ ^:?ct <br />and asked him to begin discussion on Highview <br />John Ostlund, also from the School District, and Mil:, - L.ir_ch, <br />Highview Principal, were also present. Christenson <br />that the process discussed had been going on for' _ ?1-.le• <br />.?^ <br />Dr. Christenson restated the objectives as written <br />memo. The objectives are: <br />1. To provide improved outside facilities (field <br />for use by the schools.and cities. <br />2. To jointly develop and 'inaintain the' sites at x re. e,?! '_o <br />standards of maintenance. <br />3. To cooperatively plan for the use, scheduling <br />and maintenance of the outside facilities, therei ?G <br />the expertise from two staffs which should bring <,_cut <br />better communications and.more efficient operations of al.:. <br />parties. <br />4. To reduce the amount of duplication of proposed or existin- <br />facilities, thereby reducing the costs of development and <br />maintenance for both the school district and the cities. <br />5. To jointly share in the maintenance costs by designating <br />which party will perform which tasks. This should reduce <br />the duplicating purchase and operation of,equipment and <br />.the duplication of labor costs. <br />This plan was originally scheduled for implementation one year <br />ago but the City stated they were not ready and asked to wait <br />a year. One question that comes up is what happens to athleti-I: <br />associations such as IBA, etc.? Who is responsible? Where do <br />they belong? <br />The purposes for the proposed joint powers agreement are to: <br />1. Insure commitment by both the school district and the <br />City of New Brighton to jointly schedule the use of and <br />to maintain the outside facilities. <br />2. Insure that yearly maintenance agreements, are developed <br />and agreed to by both parties. <br />3. Insure that should either party not meet its agreements <br />there are specific steps to be taken to review the reasons <br />and to keep communications open between the two adminis- <br />trations and the School Board and the City Council. <br />4. To set key check point dates for reaching agreements and <br />for verifying the functioning levels of.eomirunications.
