Cm act of Non-Residents Use <br />The ease of access to Blaine on major thoroughfares of State Highway #65, State Highway #10, <br />Interstate Highway `35W, major north/south roads of University and Lexington Avenues, Highway <br />#242 and two. other major east/west roads bring many non-residents into the city parks for <br />celebrations, ball tournaments and general park use. As surrounding communities expand and <br />grow, Blaine can expect greater use of its parks by non-residents. <br />The Blaine/Spring Lake Dark Athletic Association utilizes park facilities in both communities. Some of <br />the residents of surrounding communities of Ham Lake, Soderville, Lexington, Circle Pines, etc., which <br />may not have multi-use facilities or a full-time park and recreation program, participate in classes <br />and recreational' programs sponsored by the Department of Community Services. <br />Summate of Needs <br />In conclusion the follawin it <br />of 977-1981. V ems are mayor priorities of park development in the flue years <br />1. <br />1.) Acquisition of parklands - A) additional Community Park, B.) expansion of Neighborhood <br />Parks, C.) acquisition of parks in the eastern portion of the city, D.) expansion of Lochness <br />(proposed regional park) and Pioneer Park (special use park). <br />2.) Park Buildings - A.) buildings with toilet facilities and a multi-purpose area, B.) a community <br />building - Happy Acres, C.) additional sun shelters, D.) observation building (Laddie Lake). <br />3. Trail System Development <br />4. 'Increased tennis court facilities and areas for court games <br />5. increased picnic facilities <br />b. ;Playground Equipment <br />7. Expansion of Athletic Field - game facilities <br />8.) Facilities to accommodate use of the parks by residents with special disabilities - handicaps, <br />mental retardation, blindness, etc. <br />9.) Areas for nature interpretation and wildlife observation Territorial, Pioneer, Laddie Lake and <br />Lochness Park. <br />10:) Landscaping and increased park maintenance` -While the information in this section <br />illustrates specific recreation needs, it has not fully addressed the requirement of upgrading the <br />visual quality of the parks. A major portion of funds in the 5 Year Capital Improvement Plan are <br />allocated to improvements in parking facilities, lighting, irrigation and landscaping. <br />`Refer to Plan of Action section, 5 Year Capital Improvement Pian, for further information relating to park maintenance <br />and landscape improvements. <br />16 <br />•
