January 2.j 1980 Park Board Minutes Page 5
VI. Unfinished Business
A. Goal Setting
L~~;as not discussed at this meeting.
B. Comprehensive Park Plan
Anderson reminded the Board that a memo had been sent to the
Park Board regarding Comprehensive Park Plan. He requested
the Park Board@s opinion on how the study should be per-
formed.
Gunderman asked why the comprehensive plan was being done.
The Park Board has almost all o.f the information that would
be included. G~Ie are paying consultants needlessly.
Anderson suggested that Phase I items may not be necessary.
Phase II items are ~~~hat is really needed, CSee attachements)
Gunderman would like to go through the book and plug in
what is already available, then come un vaith some of the
other material ar.d get whatever money is needed to complete
it.
Dahl commented that we have most of the material but a con-
sultant works to combine all that we have.
Dahl asked if the results of the last survey were really
worth it.
Gunderman stated there is a risk in getting a public survey.
Dahl asked how do you get at needs assessment?
Anderson stated that one of the things staff talked about
was a service level survey, sampling of residents to find
out what their satisfaction is with the whole city. have
different sections9-Park and Rec., Police, etc.
Gunderman thought the survey was to question facilities.
Asking people ,how parks should be developed may cause
problems but if the survey asks how they feel, that~s ok.
Anderson asked what elements in the proposal were liked
any ideas on ho~T to proceed.
Gunderman said he would like samples of plans done by other
communities.
Dahl said Phase 1 and II are things that need to be in-
cluded and put together.
Hogan - no comment
