Board of Review <br />Regular Meeting <br />NovembAr 20, 1979 <br />Page # -4 <br />Mr. Jones stated that he understood the Board's concern over the <br />correct method to establish a zero-lot line situation. He would <br />like to start construction of the unit this year yet and if the <br />lot division is not approved he would build the unit and approach <br />the City at a later date for the lot division. <br />Chairman Schmidt voiced a concern that the Board could not predict <br />the conditions for allowing a zero lot line.. <br />Commissioner Williams stated that he felt there were no warrants <br />for the variance request. <br />Motion by Schmidt, second by Williams to adopt a resolution recommend- <br />ing denial of VN-213. <br />5 Ayes - 0 Nayes, motion carried. <br />CONCEPT DISCUSSION, J.A. CADWALLADER <br />Chairman Schmidt stated that the purpose of the concept discussion <br />is to discuss a proposed Planned Residential Development which <br />proposes to convert the Silver Oak Elementary School into con- <br />dominimums and to construct 4 single-family residential dwellings. <br />Staff reviewed the procedure involved with a planned residential <br />development and briefly outlined the proposal. <br />Maurice Anderson, Director of Parks & Recreation briefly explained <br />the Joint Powers agreement between the City of New Brighton and <br />the School District. The City has formally stated its intentions <br />of the park remaining in its present condition. <br />Chairman Schmidt inquired how much of the property with the 4 <br />single family homes would be considered park land. <br />Mr. Anderson stated that the actual boundaries have not been <br />delinated but that the area is approximately 5 acres. <br />Commissioner Lang asked who owned the park land. <br />h1r. Anderson noted that. the School Board still owns the property. <br />Lyle Studt, 77 Oakwood Drive, asked Mr. Anderson what additional <br />equipment or landscaping are proposed for the park. <br />Mr. Anderson stated that a shelter building was not proposed but <br />as a continuous program trees and shrubs would be installed as a <br />part of a on-going .city program. Also, some additional play <br />equipment might be installed. <br />
