Board of Review
Regular Meeting
November 20, 1979
Page #5
David H. Swenson, 1693 3rd Street S.W., inquired if there was
any doubt this property would remain for a park.
Per. Anderson commented that property would be maintained for a
park but no formal agreement has been processed.
J.A. Cadwallader, the applicant noted that it was his under-
standing that an agreement will be worked out between the City
of New Brighton and himself and then the School District would
possibly deed that property to the City.
J.A. Cadwallader made a presentation on his proposal. He said
that tentatively he is considering converting the school building
into 25 dwelling units. The proposed single fmaily homes should
serve as a buffer between the existing single family homes and
the condominium units. He noted that he would be constructing
garages on the west side of the existing school building.
Sandy Poffenberger, 290 17th Avenue S.W., commented that a fence
should be installed to allow some privacy for existing property
owners. .She was also concerned about the safety of children
going in and out of the park property and the amount of traffic
that this proposal would generate.
Mr. Cadwallader indicated that the residents of the condomoniums
would use the garages on the west side of the site, hopefully
then-the parking lot would be used primarily by guests.
Mrs. Poffenberger stated that she felt that a traffic problem
already exists in the area and this proposal will just add to the
problem..
Lyle Studt, 77 Oakwood Drive, questioned why Silver Lane was never
connected with 16th Avenue S.W. The stop sign on Oakwood Drive
has helped the traffic situation. He stated he somewhat liked
the proposal but he made the following comments:
1. Access to the park from the east, the 20 foot walkway
might not be adequate;
2. Possible problems with people living in the condominiums
and persons using the tennis courts or ball field and
using same driveway.
3. That there should be more parking available near the
ball field.
4. Consider eliminating one or more of the single-family
homes to provide better access to the park.
5. To utilize the investment of the park access is necessary.
