Edmonds, Director of Parks and Open Space <br />From: Ken Simons, Landscape Architect <br />Date: July 26, 1979 <br />Subject: Long Lake-Rush Lake Regional Park - Background Information. <br />I have prepared the following "background" statement at the request of the <br />Executive Director's Office. This information should provide the Board. <br />of Commissioners and Executive Director's Office with pertinent documenta- <br />Lion that will be helpful in understanding the course of events and actions <br />that have led up to the staff preparation of a Development Concept,. <br />Maintenance and Operation Cost Schedule and related Joint Powers Agreemen <br />for the Long Lake-Rush Lake Regional Park Site. <br />The 208 Long Lake-Rush Lake Regional- Park Site consolidates the 100. acre <br />Rush Lake .Open- Space Site owned by Ramsey County and the 108 acre. Lon g. Lake <br />_ Park Site owned by New Brighton. The adjacent sites have been. designated <br />by the Metropolitan Council's Development Guide Chapter on Open-Space as <br />a Regional Park Site. (Definition - an area of ,diverse natural resources <br />offering a range of outdoor recreation opportunities for the residents of <br />the Metropolitan Area.) -Both sites presently are undeveloped. <br />On July 14,-1975 the Board of Ramsey County Commissioners approved the Master <br />Plan for implementation of the Ramsey County Regional Recreation Open Space <br />System conditioned on Metropolitan Council funding. (Resolution No. 75-554):. <br />The Long Lake-Rush Lake Open Space site was one of eight such sites included <br />in the County's Master Plan. <br />The Master Plan was prepared in compliance with the Metropolitan Parks Act <br />(Chapter 563,-1974 Laws of Minnesota) which requires Bounties and special <br />park districts in the Twin Cities Metropolitan area to prepare and submit <br />- proposed plans and budgets for the acquisition and development of resprective <br />regional recreation open space sites designated as such in .the. Metropolitan <br />- Council's Pol-icy Plan. <br />On August 5,.1974, a year prior to the preparation of the Master Plan,. the - <br />Ramsey County Park Commission (i.e. County Board)-approved the preliminary <br />development plan for the Long Lake-Rush-Lake site and authorized submission <br />-of a joint application (Ramsey County/New Brighton) to the Metropolitan <br />
