I have prepared the following "background" statement at the request of the Executive Director's Office. This information should provide the Board. of Commissioners and Executive Director's Office with pertinent documenta- Lion that will be helpful in understanding the course of events and actions that have led up to the staff preparation of a Development Concept,. Maintenance and Operation Cost Schedule and related Joint Powers Agreemen for the Long Lake-Rush Lake Regional Park Site. The 208 Long Lake-Rush Lake Regional- Park Site consolidates the 100. acre Rush Lake .Open- Space Site owned by Ramsey County and the 108 acre. Lon g. Lake _ Park Site owned by New Brighton. The adjacent sites have been. designated by the Metropolitan Council's Development Guide Chapter on Open-Space as a Regional Park Site. (Definition - an area of ,diverse natural resources offering a range of outdoor recreation opportunities for the residents of the Metropolitan Area.) -Both sites presently are undeveloped. On July 14,-1975 the Board of Ramsey County Commissioners approved the Master Plan for implementation of the Ramsey County Regional Recreation Open Space System conditioned on Metropolitan Council funding. (Resolution No. 75-554):. The Long Lake-Rush Lake Open Space site was one of eight such sites included in the County's Master Plan. The Master Plan was prepared in compliance with the Metropolitan Parks Act (Chapter 563,-1974 Laws of Minnesota) which requires Bounties and special park districts in the Twin Cities Metropolitan area to prepare and submit - proposed plans and budgets for the acquisition and development of resprective regional recreation open space sites designated as such in .the. Metropolitan - Council's Pol-icy Plan. On August 5,.1974, a year prior to the preparation of the Master Plan,. the - Ramsey County Park Commission (i.e. County Board)-approved the preliminary development plan for the Long Lake-Rush-Lake site and authorized submission -of a joint application (Ramsey County/New Brighton) to the Metropolitan
