On August <br />13,.1974, the New Brighton City Council took collateral action by giving <br />"local approval" and supporting a coordinated planning and development <br />effort. (Resouution No. 1395). <br />On February 28, 1977, the Board of Ramsey County Commissioners approved a <br />.joint-powers agreement between Ramsey County and New Brighton which provided <br />for the sharing of resources (funds and personnel) to accomplish the planning <br />of the consolidated site. (Resolution No. 77-285) The New Brighton City <br />Council approved the agreement on March 8, 1977. (Resolution No. 1856). <br />A revised development plan recently has been prepared by staff in accordance. <br />with the aforementioned joint powers agreement, and has subsequently been <br />approved by the New Brighton City Council on March 17, 1979. The revised <br />plan amends and refines the preliminary plan approved in 1974. The subject <br />plan is enclosed (maps and .verbal description) and will be scheduled for <br />Gounty Board approval in the .near future. . <br />The Metropolitan Council has encumbered $423,200 which is or will be available <br />to fund Phase I and II of the Capital Improvement Program for the. Long Lake- <br />Rush Lake site as outlined in the Master Plan. Since the Council must have <br />a complete, updated site Master Plan on file prior to disbursement of any <br />grant funds, the. Parks and Open Space staff has prepared a required maintenance <br />and operation pro-gram, schedule and budget that complements the amended site <br />development lan. (Refer to attached memorandum of February"7, 1979 and <br />May 30, 1979.. <br />A]though the Metropolitan Council has designated Ramsey County as the <br />_ "implementing agency" (agency responsible for development, maintenance and <br />- operation), New Brighton has expressed an interest in expanding the joint <br />planningeffort to include a joint participation in the maintenance and <br />operation of the consolidated Regional Park site. Elected officials and .staff <br />members from both New Brighton and Ramsey County have discussed the issue of <br />maintenance and operation responsibilities on several occasions. It-was .the <br />general consensus at these meetings .that it would be politically expendient <br />for both units of government to be involved in maintenance-and operations through <br />a fairly proportioned input of funds, personnel and equipment. <br />A comprehensive maintenance and operation sthedole and budget fi as been prepared <br />by staff for incorporation into the Master Plan, and use as the focus for <br />determining the degree of program participation by Ramsey County and New <br />Brighton. (Refer to attached memorandum of May 30, 1979). It has been deter- <br />- mined by New Brighton and Ramsey County staff that a joint powers agreement <br />.would be a suitable means to coordinate the desired joint participation and <br />- - assign related responsiblities._ (Refer to attached Joint Powers Agreement). _ _ <br />The Ramsey County Parks and Open Space Department presently has joint powers - - <br />- _ agreements with-:municipalities for various services:. - <br />(2) <br />
