Edmonds, Director of P,amsey •County <br />Parks and Open Space Department <br />FRO:~d: Ken Simons, Landscape Architect <br />DATE: April 17, •1979 <br />RE: P.i re Creek t~Jest Regional Trai 1 Corridor <br />As per your request, i~orey Anderson, Director of '!e~•r Brighton Parks anc! <br />Recreation Department, and I have inspected four potential trail alignment <br />.options that could be used to connect the Long Lake Regional Park in Jew <br />Brighton vrith the proposed Pegional Trail Corridor in Anoka County betvreen <br />the Mississippi River and Ramsey County's v~rest county line. <br />Frorn an aesthetic, safety and continuity point of vietir, Option A (Rice Creek <br />Floodway) best satisfies trail corridor selection criteria outlined in the <br />P~letropolitan Development Guide (Option D, B and C being second, third and <br />fourth in respective priority). <br />Since There are certain social impacts (private proper~cy ownership) involved <br />with Option A, it is my recontimendation the the four Options be presented to <br />t4~e Neer Brighton City Council for review and subsequent approval of the Option <br />they find most acceptable. <br />RICE CREEK ylEST - Region a'1 Recreation Trail Corridor Options (Bettireen <br />blest County Line and Long Lake Park) <br />Option Considerations <br />Option A - Rice Creek Floodway <br />a. an existing sewer easement on the north side of Rice Creek is <br />elevated above the normal flood level and would provide a <br />suitable alignment fora multi-use trail surface (betareen <br />county line and Mississippi Street). Since the natural corri- <br />dor of adequate ~•ridth terminates at P-lississippi Street, said <br />street alignment arould serve as the trail extension to Long <br />Lake. 4.1ississippi Street is an improved street urith a sideUralk <br />on the north side of the right-of-way and it is a signed bike~•ray. <br />b. the creek flood~way is a natural linear corridor which has <br />significant scenic value ( creek, ~rri l dl i fe, vegetation) . ~/ <br />c. adjacent residences are located on a ridge elevated above the <br />floodplain approximately 100-150 feet from the sewer easement <br />(this topographic and distance separation from the se:~rer <br />easement would provide a suitable separation betareen public <br />_ and private functions): <br />
