Fart ~3oarc n`inutes -2.- PTOVer~ber ~, 1979 .~
Eogan felt it ~~aas an eye openir_g for sore Council
memk~ers. Very necessary to have the z~.eeting. Opened
his eyes to his proble~, and perhaps the proble^~ of
r.1a_ny ne=~a Fark Board. r~enk~ers and that is lack of history
or background. F?onan stated he talked with Anderson
about this and Anderson is now in the process of putting
a Fark Roark inforr.?.ational booklet together for each
member. Anderson stated he c~~ould like to have any addi-
tional information to adc~ to the booklet by mid-r?ovemk>er
so that the book: can re reac~.y by early L`ererzber .
Carlson said. that even though sae haven°t put on paper
c7hat a park should be, we all have pretty much the same
ideas but Carlson sensed from the P~~ayor that he had a
more packaged approach to parks. In the P~!ayor`s feelings
all parks are completed and there is no need. to have
professional staff. Carlson cid. not feel a parr is ever
finished, hoc?ever, there is a difference of philosophy
bett~aeen the Farl•°° Poard and trZe PTayor .
[-Iestling felt racily about the meeting because he had
felt the mayor trouRht the Fark Board ~~zas doing a good
job but he did~°z®t relay this idea at the meeting.
Olson noted the miscorn~:?unication and lack of knowledge
.between the Park L'oard and Council. There were things
the r~Qayor knec~ but no one else was acaare of . There is
lack. of comrunication between both croups.
Blor~cruist stated it ~a~.s a good r=zeeting. IIe cti~as glad
that Loth. Fark Board and Cour_ci1 had an opportunity to
see the other side. Fie felt the interpretation of how
-, the N?ayor felt regarding call darks should be the same°'
was taken -too strongly> In his oc~n discussions sti~ith
-the mayor he f_e1t the T~ayor canted guidelines for the
parrs; ball diamonds, rinks, etc. There is a need for
. communication. T~lould like Fark Board to let him know
what he car_ coo to help.
Fern felt there was a lack of cor.~munication. '?e should
make sure there are guidelins for park development. He
cans disappointed that ore Council mEr~ber did not show
up at the joint meeting. Don°t know how t>>e shoulc',
schedule redevelopment of parks.
Griz~shac~~ felt the meeting was good if it is held twice
a year anc~. tca~o or three months before CIP to gain feed-
rack. It was a positive meeting. should be held at
least once a year and preferably twice. .Guidelines for
parks -should not be regimented. t''hen a park F~oard item
is cn Council agenda, one or two Fark Eoard representa-
tives should. be preser~t~ It is difficult for Roger to
speak on behalf of the Fark Board and may come off as
having a stacked deck. Council members should. be informed
of citizen r~.eetings with Fark Board and of citizen
response. r"any of -the citizens felt. they werenft heard
