September 24, 1979 <br />Tos New Brighton Park Board <br />From: Maurice H. Anderson, Director Parks and Recreation <br />~~~~ <br />Re: Long Lake Park Status <br />I recently attended a Ramsey. County Board meeting at which <br />the Metro Council Open Space staff discussed.-the Regional <br />park system with the County board. <br />The concensus of the board seemed to be that they would not <br />- allow development of the remaining sites, including Long Lake, <br />until outside funds are made available for operation and <br />maintenance. :' <br />>" In discussing this later with Ramsey County staff, there was <br />an indication that they. may proposea phased development in <br />which facilities with low maintenance and operational costs <br />such as roads, picnic areas, trails, boat launch, etc. would <br />be built in the near future. Facilities such as swimming. <br />beaches and nature centers would be built only of-ter outside <br />funding for operations and maintenance was made available.. <br />I discussed this phased development concept with Metro Council <br />staff; they felt that they might have to accept this although <br />they preferred not to. They also indicated that there was <br />no immediate money in sight for operations and maintenance. <br />There will be an attempt made by Metro Council in the next <br />two. or three years. to secure these funds for the counties <br />which if successful, will undoubtedly come with a number of <br />strings attached. Another possibility being mentioned is <br />that the legislature finding the counties in the seven county <br />Metro area, not being willing to accept responsibility for <br />the Open Space .system,. might give the responsibility to <br />either.Metro Council or create a new division of the D.N.R. <br />What does this mean to .New Brighton?' We must keep..a low <br />profile, stay informed, and when we finally get something. ~' <br />back from the County., we must examine it very carefully. ~ <br /> f <br />_ s <br /> <br />. x <br />fi. <br />
