Proper <br />Director of Public Works <br />Dear Mr. Proper: <br />On July 11, you asked that I keep a record of the approximate water <br />levels in my yard so that you could correlate this with measurements <br />made at the beach area to determine whether water restrictions might be <br />appropriate. <br />As you know, the original heavy rains occurred early on the morning of <br />July 1, which brought the water into the yard by approximately 40 feet <br />which probably represented the peak height of the water. The Ramsey <br />County Water Patrol did close the lake to power, boats that weekend, <br />however apparently they could not continue to enforce-this ban through <br />conflict in the ordinances.. I believe that everything would have been <br />alright had that water merely receded but another heavy rain occurred <br />on July 5 and brought the water up at least several inches by the morn- <br />ing of July 6. As of the time that I had received your phone call on <br />Monday, July 10, I had .approximately 25 feet of the yard under water, <br />perhaps slightly more and about 6 inches in depth. From the 10th through <br />the 12th the level remained about the same and it was easily demonstrated <br />that the wave action of boats would bring filth .and other materials into <br />the yard as; well as distort the tie retaining wall that I had. Another <br />heavy rain occurred on Thurs. July 13 aggravating the situation., On <br />Friday, the 14th the boats were a problem moving the ties. The same <br />condition existed through the 15th and the 16th. By Monday the 17th, <br />it was apparent that the yard had been ruined since the silt brought in <br />by the wave action-had laid down a heavy filth on the lawn which more <br />or less amounted to fertilizer. Though the water receded somewhat over <br />the 18th through the-20th, even by the 20th there was approximately 12 <br />feet of the yard with a heavy green skum and waves continued to come <br />into the yard. <br />
