r <br />r <br />F <br />'" . <br />P-~: <br />Repairs and improvements to the tennis courts are <br />needed. The eastern two tennis courts ha~~•e been <br />settling for several years. This action has caused <br />the surface to crack and fall away and to stretch <br />the fencing. The settling appears to have stopped <br />and the area needs to be leveled and resurfaced. <br />Additionally the fencing must be removed and restrung. <br />Completion of this project will provide a considerably <br />safer and more enjoyable use of the courts at Hansen <br />Park. Additionally,. the use of the existing lighted <br />courts and apparent continuing high interest in tennis <br />points toward the need for .lighting the remaining two <br />courts, Coordination of all three facets into one <br />operation would result in a monetary saving and <br />considerably less down time than if accomplished <br />separately. <br />A picnic pavilion is aIs o proposed within Hansen Park <br />where groups of 30-SO persons can picnic and have <br />access. to restrooms, water, and shelter from the- <br />elements. There appears to be local civic groups <br />interested in this project.. One of-the possibilities <br />to be explored is that the City furnishes. the material <br />and volunteers provide the labor. <br />2. Special-Use Facilities: A variety of special-use <br />facilities have been suggested by various groups and <br />persons within the community.. Among those that have <br />received the most widespread attention are a Civic <br />Center, indoor ice facility, bubble-enclosedterr.is <br />courts,. armory, and lighted athletic field. The <br />Citizen's Study Committee in December of 1974 .issued <br />a report entitled Civic/Community Center Study for the <br />City of New Brighton. This report explored in detail <br />the present availability and needs for civic space <br />..within-.New Brighton. No firm action recommendation was <br />.provided, however. This study also examined the issue <br />of a National Guard-Armory, but recommended against - <br />such a facility. The Citizen's Study Committee also <br />completed a study_ of a bubble tennis `court for Hansen _ <br />Park including estimated costs and a suggested method <br />of financing. The Park Board over the past. several <br />years has rigorously studied the issue of an indoor <br />ice facility. No specific recommendation has been <br />made to the Council regarding this issue. Of all the <br />special-use facilities noted above-only the .lighted <br />athletic field had been recommended for construction. <br />;~. <br />;; <br />
