<br />+ ~~ <br /> P-~ <br /> C. Discussion: <br /> Community Parks: New Brighton has and probably will <br />1 <br /> . <br />have only two community parks, Hansen Park and Long <br /> Lake Park. The Long Lake site has the potential to <br /> become the focal point of the New Brighton park <br /> system, if not of the entire City. As such it has <br /> received, and will continue to receive careful planning. <br /> Development of the s ite is expected to be accompl isY:ed <br /> through Metropolitan Council funds. A t present, funds <br /> are only available for 1978 and 1979. Funding for <br /> subsequent years is dependent on action by the State <br />t <br />n <br /> o <br />Legislature. In the event that such funding is <br /> forthcoming this plan proposes some ,expenditure to <br /> complete at least minimal development of the site. <br /> Because we expect State Funding, we are hopeful these <br /> monies can be shifted to other projects once-the State. <br /> funding is assured. <br /> Hansen Park is substantially developed but requires <br /> refinement in order to make better use of its potential. <br /> It is anticipated that Judicial Ditch No. 2 w-.ill be, <br /> improved through the park within the next two years. <br /> A considerable amount of spoils will exist because of <br /> this improvement which can be used to improve. the ton- <br /> ography in the-park. Coordinating use of "the spoils <br /> with the ditch improvement can reduce both the costs <br />.~ of the ditch improvement and topographic .improvements. <br /> Other site improvements are needed to improve the <br />' appearance and functionality of the park and reduce <br /> operating maintenance costs. .One of-the most obvious <br /> ~. is permanent surfacing along with cuxb and gutter for <br /> ' the parking areas. This improvement should encourage. <br /> greater use of•the park, will make the park more <br /> pleasing in appearance, will restrict the areas of <br /> motorized travel, arr3 will reduce maintenance cosis. <br />' <br /> .t <br />The. parking lots on the easterly .portion. of the oar <br /> would be reduced in size, which will provide space <br /> for an additional ball field and footba~-1/soccer field ._ <br /> No park within New -Brighton_-fias a pedestrian- or bike- <br />s <br />it <br />~ e <br />way system. Hansen Park seems particularly well su <br />. to such an improvement because of its accessibility <br /> and natural amenities. Such a system would_ be func.tic:~a' <br />~ younger user to get to a particular active use <br />for the <br />_ . <br />but perhaps more .important would offer to older <br />urea <br /> , <br />users a passive leisure time.activity not currently <br /> available. In order to be used to its .full potential <br /> and. increase evening use,.-such"a pathway system shoul~'' <br /> be lighted. <br />
