Dennis Zylla -3- May 15,.1979 <br />where a body of water is located in two or more <br />municipalities, the .County Board of Commissioners <br />will retain the authority to adopt such ordinances. <br />Also, if a body of water is located in more than <br />one county, no water surface use ordinance maybe <br />.put into effect until it has been adopted by the <br />county boards of all of the counties in which the <br />body of water is located. <br />The City Council early in 1978 approved a concept plan for de- <br />velopment of a regional park at the Long Lake site. As a part <br />of that approval, the Council instructed the Park Board. and <br />staff to prepare a more detailed plan for a boat access and an <br />.ordinance governing surface use of the lake. <br />The design for the boat ramp was produced by the Ramsey County <br />Open Space Department and has been recommended for approval by <br />the Park Board. The plan is intended to provide public. access <br />to the lake for both power and non-power boats. The most signifi- <br />cant feature of the plan is that it limits parking for trailered <br />boats to five stalls. .The Park Board and Park Staff are recommend- <br />ing imposition of strict parking controls in the lot and access <br />road to prevent traler parking in non-designated areas. If the <br />boat ramp design is approved by the Council it will be submitted <br />to the Ramsey County Board. for its approval and finally to the <br />Metropolitan Council for approval as part of the master plan for <br />Long Lake Park. <br />The Lake Surface Use Ordinance as written is an attempt to pro- <br />tect the rights of all potential users of the lake and property <br />owners around .the lake and to insure safe and enjoyable water <br />based activities on the lake. The Park Board formed a sub-committee <br />conprised of Ellen Dahl and George. Carlson (Park Board), George <br />Orning (DNR), Al Levitan and Jim Borgstrom (Lake Residents) to <br />assist in developing the ordinance. In addition to heavy reliance <br />on this committee, _the Board took testimony _from _residents re- _ <br />garding the proposed ordinance. The Board has been working on <br />the ordinance for approximately six months and recommends appr--oval <br />of the ordinance in-its presenf form. - _ <br />
