-4- May 15, 1979 <br />A description of the ordinance and its contents follows: <br />Sec. 19-30. Definitions. <br />For the purposes of this. Chapter, the following words <br />. and phrases shall have the meaning respectively ascribed <br />to them: <br />Wake: Is any disturbance of the water caused by a <br />motor-powered watercraft operating in excess of closed <br />throttle or, in excess of 5 MPH. <br />No Wake: Is the disturbance in the water, if any, <br />caused by non-motorized watercraft or motorized <br />watercraft operating at closed throttle or less than <br />5 MPH. <br />(These definitions are critical to the ordinance and as far as <br />we can determine, can be enforced. The 5 MPH is to be used as <br />a guide rather than for enforcement.) <br />Sec. 19-31. No Wake Zones. - <br />a. A no wake zone is hereby established on the sur- <br />face of Long Lake to cover all waters within 100 <br />feet of the shoreline except as modified by author- <br />ized bouys. <br />(The intention of .this provision is to provide a <br />buffer area around the entire lake where small and <br />slow boats and swimmers will be given some protec- <br />tion.) <br />b. A no wake zone is established over the entire. lake <br />when the water elevation of the lake is 866 feet <br />or more above mean sea level. <br />(This provision is intended to set a level at which <br />the lake would be closed to power boats. It is - <br />_ ~- -- intended-that lake properties would-be protected <br />- from wake related damage to lawns, retaining walls, <br />etc. This 866 level as_recommeded by .the Park Board - <br />-- is admittedly-an arbitrary figure. but seems to r~pre- <br />sent a reasonable compromise. Some lake property <br />owners want 866 while .the boaters support 866.5. <br />The Council may wish to compromise at around 866.2.) <br />c. A no wake zone is established over the entire Lake <br />.from 10:00 p.m. on Friday of each weekend through <br />7:00 a.m. on Monday; except during the hours of <br />1:00 p.m. through 7:00 p.m. on each Saturday and <br />1:00 p.m. through 7:00 p.m. on each Sunday. <br />.~ <br />
