P-3 <br />sliding hill, curbing and permanent surfacing of the <br />parking lot and clean-up and pathway construction <br />around the pond area. The concept plan for this <br />project has previously been approved by the City <br />Council. <br />All existing neighborhood parks in the City are lacking <br />in the provision of playground equipment, especially <br />that equipment designed for very young children. Most <br />of the equipment presently, in use was installed when <br />the parks were built in the late 1960's-and early <br />1970's. Only a few basic pieces such as swings and <br />.slides were installed, apparently with the idea that <br />these would be augmented at a later date. The Park <br />Board and staff are recommending a. three year program <br />to renew the playground facilities and to make them <br />more usable for all children. The Council has funded <br />the first phase of this program in 1978. <br />Sun shelters for family groups,-the elderly-and mothers <br />with small children are proposed to be installed at <br />each neighborhood park near playground equipment. <br />Renovation of the deteriorated play area at Sunny <br />Square is proposed in order to provide a safer and <br />more enjoyable area for children to play. Some of <br />the. original constru ction was faulty and a substantial <br />effort will be required to correct the deficiencies. <br />A passive area in Veteran's Park. is proposed. to create <br />an area-where shoppers, senior citizens and others <br />could walk, sit, talk and enjoy .the. beauty of a garden <br />area. The-project also serves to demonstrate the <br />~, City's-commitment to Downtown renewal. <br />3. Aesthetic Improvements <br />The on-going planting program in City parks has been <br />moved from the capital plan to the operating budget.' <br />The only additional aesthetic improvements recommended <br />in neighborhood parks are the curbing and surfacing o <br />parking lots in the parks. This improvement will deter <br />people from .driving -motor ve_h-icles in the parks and <br />will bring the parking lots into compliance with City -- <br />ordinance. ~ - <br />D.
