~. r. ~-
justification available for this goal., rather it is
,~ ~
based. on the generally recognized value of recreation.
lands and their contribution to the health and welra~e
of the individual. While this goal may be difficult
to justify statistically, it is the best available a^d
any program of land acquisition and/or development
should be directed toward it.
' ed
in
Accessibility to park facilities has been improv
two neighborhoods recently through development at Drift-
wood Park and Silver Oaks School Park.
Only one neighborhood axea in the City presently does
not have adequate access to a park cite. This area is
t
the northwest corner of the City bounded. on the wes
by Stinson Blvd., on the east by .Silver Lake Road, on
f the north by County Road Hand on the south by Rice
Creek Road. The acquisition of a recreation area in _~e
northwest corner of the City would be very difficult as
' little suitable undeveloped land is available. It
appears likely that improving 'access to Sunny Square
and Creekview would be the logical alternative. Con-
~; struction of semaphores at Mississippi Street and at
County Road H proposed in the Ramsey County 5-year
road improvement program would provide this improved
access.
2. Meet the needs of various user groups. A variety of
improvements to neighborhood parkfacilities are
proposed in order to increase their usability by
various groups.
For several years residents in the Totem Pole-Park
area have stated the need for tennis courts in the
' o.~ park to provide an opportunity for adults to recreate
in the park. The Park Board and staff met.-with
residents in November of 1977.to discuss this and otter
concerns regarding the park. The concensus of the group
was that the hard court volleyball area was seldom used
and that they desired installation of a tennis court
- - that location. One court would be built instead of _
at
..
the usual two due to space limitations. This project
will not significantly reduce any function of ..the park
and will add an amenity greatly desired by the residents:
of that area.
Zt has been planned in the Capital Improvement Plan for
several years to complete development of the .Hidden o3~s
Park to bring it up to the standard of other neigbbor~ccc'
_ facilities in the 'City. The project will include con-
struction of a battery of two tennis courts, a
quiet area and tot lot adjacent to the tennis couris, a
