Neighborhood Facilities Sub-Program <br />A. .Sub-Program Goals: The goal of the Neighborhood Facilities <br />Sub-Program is to acquire ownership or use rights of park <br />sites located to provide convenient walking access to all <br />New Brighton citizens and to develop such sites to provide <br />optimum recreational serviceability consistent with the ~a, <br />preservation-and enhancement of pleasing aesthetic qualities. <br />B. Objectives: <br />1, Acquire property or use rights in those neighborhoods <br />that'do not have convenient walking access to a <br />neighborhood park facility. <br />2. Develop neighborhood park facilities to meet the reeds <br />of various user groups. <br />3. Preserve and enhance the. aesthetic qualities of <br />neighborhood parks. <br />C. Discussion, <br />1. Accessibility: A primary goal. of the New Brighton. park <br />system is to provide a neighborhood park within walking <br />access` of every .resident. Walking :access is defined <br />as .being .within a maximum distance of one-ha if mile <br />.without intervening physical obstacles which prevent <br />safe travel. Examples of such obstacles are freeways, <br />county roads, railroad tracks, .etc., which do not <br />provide for pedestrian crossings. _This objective is <br />in line with standards and _recommendations developed <br />by the National Recreation and Rark• Association and is <br />widely accepted.
