MEETING <br />[r1E;DNESDAY , t~,AY 16 , 197 9 <br />Members present: Dahl, Grimshaw, Gunderman, Hogan, Johnson, <br />Kern, Council Representative I3lomquist <br />NTembers absent: Carlson, [~destling <br />The meeting was called to order by Chairperson Gunderman at <br />8:30 p.m. <br />Ken Simons,. Ramsey County Landscape Architect, presented back- <br />ground information on the trail proposal and the four options <br />being considered.. <br />Residents in attendance expressed the foilowing concerns <br />about a trail in the Creek Flood Plain. <br />1. Law enforcement would be difficult on the trail. <br />Pesponse: At present neither the County or City. <br />have resources to .solve the problem entirely. <br />2. Snowmobiles would use the .trail illegally and stray on <br />to private property. <br />Response: Snowmobile barricades could be installed at <br />intervals. <br />3. That adjoining property oc~mcrs could be assessed part <br />of the development cost. <br />Response: All associated acquisition and development <br />costs would be borne by A~etro Council. <br />4. Children using the trail would be endangered by nearby <br />water. <br />Response: That danger exists. <br />5. [~lildlife in the area-would be adversely affected. <br />Response:.. To some extent, wildlife. develop a tolerance <br />to situations like this. <br />6. Dogs would be allowed to roam this area. <br />Response: .Enforcement of present ordinances is best <br />solution. <br />7. A danger of fire would exist during day periods. <br />Response: A definite possibility of that. exists. <br />
