C. <br />;. <br />P-~ E <br />Discuss ion - i1~ <br />1. Community Parks; New Brighton has and probably will ~~ <br />have .only :two community parks, Hansen .Park, and_.Lo^c ! t <br />- Lake Park. The Long.Lake`site has the potentisi o <br />.become the focal point of:.the.New Brighton park. i <br />system, if not of the entire City,' As such it Yeas <br />received, and will continue to receive careful plannir.:,. <br />Development of the site is expected to be accomplisred <br />through Metropolitan Council funds. At present, funds <br />are `only available for 1978 and 1979. Funding for <br />subsequent years is dependent on action by'the State <br />Legislature. Zn _the event that such fund ing is; note.., <br />-forthcoming this plan proposes some expenditure to , <br />complete at least minimal-,: development of the site. <br />Because we expect State Funding, we are hopeful these <br />monies can be shifted to other projects once the S ate <br />...fund ing ` is. assured. +' <br />~; <br />Hansen Park is substantially developed but requires <br />refinement in order to make better use of its ;potential. <br />It is anticipated that Judicial Ditch No. 2 will be ~~~ <br />;I ~ <br />improved through !the park within the next two years. <br />A considerable amount`- of spoils will exist because. of <br />this• improvement which can be used to ::improve, the too- <br />ography in the park. Coordinating use of he spoils <br />with the ditch improvemen can reduce both the costs <br />'of the ditch improvement and topographic improvements. <br />Other site improvements are needed to improve the <br />appearance and functionality of the park and reduce' <br />operating maintenance: costs. One of .the most obvious <br />is permanent surfacing along with curb and gutter for <br />the. parking 'areas. 'This improvement should encourage.. <br />greater use of`the park,.. will: make the park more <br />pleasing-in,appearance, will restrict the areas of- <br />motorized Gravel; and will reduce. maintenance costs. <br />The parking lots on the easterly.. portion of the park <br />would be reduced in size, which"will provide space; <br />for an additional ball-field and footba~-1/soccer field:_ <br />'No park within New ;Brighton_-has a pedestrian- or bike- ? <br />way system. Hansen Park seems particularly well sui`_e~ <br />to such an improvement .because of its accessibility <br />and natural -amenities; Such a system would. be func.tio^.a' <br />-fore the younger user to'get to a particular-active use <br />area, but perhaps more important would offer to older <br />.`users a passive leisure:,time activity not currently <br />'-available. In order to be used to its -full potential <br />and increase-evening use, such a pathway"system sho~~l <br />be lighted, <br />
