R-~ Repairs and improvements. to the tennis courts-are needed. The eastern two tennis courts have been settling for several years. This action has caused the surface to crack and' fall away and to~`stretch the fencing. The settling appears to`hac~e stopped' and the area needs to be leveled and resurfaced, Additionally the fencing ',must be remo~~ed and restrung. Completion of, this, project will .provide a considerahl•~ safer and more enjoyable `use of the courts at Hansen k ' Park...: Additionally,;the use 'of the ex istng..lighted ~ courts and .apparent continuing high interest in term is' points toward the need for lighting the remaining .two courts.. Coordination of all :.three facets `into one - operation would result in a monetary saving and considerably less down time than if accomplished .' separately. + A picnic pavilion is 'also proposed within;Hansen Park where .groups of ` 30-SO; persons can;:: picnic_ and have access to restrooms,;:water,.and shelter from the elements. There"appears ;to be local .civic groups interested.. in this project. One of the possibilities to be 'explored is that the City ;furnishes the mater ia1 :and volunteers provide the labor. 2. `Special-Use Facilities: A variety of special-use facilities have been suggested by various grcupsand pexsons within the community. Among those .that ha~re received the most widespread-.attention area Civic- Center, indoor ice facility, ,bubble-enclosed terr.is courts, armory, and lighted athletic` field. The • Citizen's Study Committee in December of 1974 issued ,~ a report entitYed Civic/Community Center Study fora tre City of New Brighton. This .report explored in detail the present availability"and needs for civic, space within New Brighton, No firm action recommendation was provided, however..:. -This. study also. examined th_e issue - - of a National Guard-Armory,' but recommended against - such a facility: The Citizen's. Study,Committee a?~o completed a study of a bubble- tennis court for. Hansen Park including' estimated costs and a suggested me `.hod r. of financing. The Park Board over the past several -years has rigorously studied the issue of an indoor -ice facility, No specific recommendation `has bee. ~- made to the Council regarding this issue. Of all the special-use facilities noted above only ..the lighted athletic field had.been :recommended for construction.
