J <br />June 2, 1977 <br />TO: The Honorable Mayor and Members of the City .Council <br />FROM: Administrative Staff <br />RE:` Suggested Traffic Signs at Parks <br />About a month. ago, the City Council asked for a report: <br />on suggested speed signs, and regulatory signs around City Parks. <br />Z will cornrnent on these types of signs <br />1. Speed .Signs <br />The statutory speed limit on municipal streets is 30 MPH <br />..unless .greater speed limits are authorized by the Commissioner of <br />Transportation. An exception to this was passed,~y the Minnesota <br />Legislature designated as Minnesota Statutes 1974, Section 169.14 <br />which reads in part as follows <br />"Subd. 5a(SPEEU ZONING IN .SCHOOL ZONES). Local authorities <br />:may establish a school speed limit within aschool zone upon <br />the .basis of_ an engineering and traffic investigation 'as <br />`.prescribed by the Commissioner of Highways, The establishment <br />of a school speed limit on any trunk .highway shall be ..with <br />the consent of tyre .Commissioner of Highways.. Such school <br />-speed .limits shall be in effect when children are present, <br />goingto or leaving school during opening or closing-hour: or <br />during:: school recess periods. The school speed limit shall <br />not be lower than 20 miles per hour and shall not be more <br />than l5 .miles per hour below the established speed limit <br />on arr affected street or highway if the established sped limit is <br />40~ miles per hour or greater, The school speed limit 'shall <br />be effective upon the erection of appropriate signs <br />designating the speed and indicating the beginning and <br />end of the reduced spud zone., Any-speed in excess of such <br />posted school speed limit is unlawful. .All such signs shawl <br />be erected by the local authorities on those streets and <br />highways under the it .respective jurisdictions and by the. <br />commissioner of highways on trunk highways. <br />For the purpose of this subdivision, "school zone".means <br />that section of a street or highway which abuts.. the grounds. <br />of a school where children have access to the street or <br />highway from the school property or where an established <br />school crossing is located provided the school advance <br />sign prescribed by the manual `orr uniform traffic control <br />devices adopted by the Commissioner of Highways pursuant <br />to Section 169. G6 is in place,. " <br />
