Z will cornrnent on these types of signs 1. Speed .Signs The statutory speed limit on municipal streets is 30 MPH ..unless .greater speed limits are authorized by the Commissioner of Transportation. An exception to this was passed,~y the Minnesota Legislature designated as Minnesota Statutes 1974, Section 169.14 which reads in part as follows "Subd. 5a(SPEEU ZONING IN .SCHOOL ZONES). Local authorities :may establish a school speed limit within aschool zone upon the .basis of_ an engineering and traffic investigation 'as `.prescribed by the Commissioner of Highways, The establishment of a school speed limit on any trunk .highway shall be ..with the consent of tyre .Commissioner of Highways.. Such school -speed .limits shall be in effect when children are present, goingto or leaving school during opening or closing-hour: or during:: school recess periods. The school speed limit shall not be lower than 20 miles per hour and shall not be more than l5 .miles per hour below the established speed limit on arr affected street or highway if the established sped limit is 40~ miles per hour or greater, The school speed limit 'shall be effective upon the erection of appropriate signs designating the speed and indicating the beginning and end of the reduced spud zone., Any-speed in excess of such posted school speed limit is unlawful. .All such signs shawl be erected by the local authorities on those streets and highways under the it .respective jurisdictions and by the. commissioner of highways on trunk highways. For the purpose of this subdivision, "school zone".means that section of a street or highway which abuts.. the grounds. of a school where children have access to the street or highway from the school property or where an established school crossing is located provided the school advance sign prescribed by the manual `orr uniform traffic control devices adopted by the Commissioner of Highways pursuant to Section 169. G6 is in place,. "
