T.f-such similar speed zones are desired adjacent to <br />parks, it would probably take an act of the legislature to do this. <br />2. Regulatory Signs <br />Regulatory signs include stop signs, yield signs., speed signs, <br />turning mo~.~ement.signs, do not pass signs, no truck signs, one way <br />signs,'no parking signs, watch for children signs, weight limit <br />signs, e+-r, <br />'I~:zore~ulatory signs that appear to me to be .applicable <br />around .parks besides speed signs are stop igns , y:~..e 1d signs and <br />watch for children signs. <br />The Manual on U?riform Traffic Control Devices (MUTCD) <br />lists warrants for stop signs and yield signs and in the past the <br />City Counci7_ has asl~ed for an engineering report where these signs <br />are contemplated. Parf~ of this report lists these ~,aarrants and the <br />recommendation will take chese warrants into account. If there <br />is a particular loc:~tion where the City Council feels that there <br />may be a need for "yield" or "stop" signs, I would suggest that an <br />engineering report be requested for that location. <br />The regulatory signs that can be classified under .the general.. <br />heading of WATCH FO% CHILDREN signs include pedestrian crossing <br />signs and "Slo~•a Children" signs, About a year ago, the City Council <br />employed a traffic engineer, Jack Anderson and Associates, ~o survey <br />the regulatory signs in New Brighton. Their work is now completed <br />and all signs recormended in this report have been erected.. <br />Mr. Anderson comments on these-types of signs and the following is <br />a direct quote from his report: <br />"A number of signs with slightly different legends were <br />categorized under the heading of WATCH FOR CHILDREN <br />on the Inventory Sheets and recommended for removal. <br />Strong objections to this reccgnmendation can be expected <br />from local residents. Arguments for removal are as follows: <br />1. The purpose of a warning sign is to advise motorists <br />of an unexpected hazard. Children at play in a <br />residential area is rarely unexpected. <br />2. Beir~q Lectangular in shape, substandard in size, <br />'and not ref lectorized, these signs dc~ not. meet <br />the standard for warning signs., Warning signs must" <br />be diamond shaped, ref lectorized, and a minimum of <br />
