FOR <br />CHILDREN° or ~n appropriate symbol message depicting <br />the situation. <br />4. It could be argued that additional signs do no harm. <br />However, it can be shown that this type of redundant <br />signing detracts from the effectiveness of signing; <br />for children in areas where. children would not be <br />' expected. <br />Un~.zor_mity in signing is a principle which maintains that <br />all like situations be signed alike. Uniformity in signing <br />facilitates rapid recognition of driving situations and <br />increases safety, If WATCH FOR CHILDREN signs are to be <br />employed in ordinary residentisl situations, then. all similar <br />situations should be so signed. To do otherwise wouldimply <br />the absence of children where there was no .sign. While this <br />argument may appear facetious, it is seriously intended to <br />illustrate the ineffectiveness of this redundancy and how <br />it wou id detract from the effectiveness of signs for children <br />installed in specific activity areas." <br />Mr. Anderson's traffic survey did .include the placement of <br />'"Playground" signs in the vicinity of parks where, in his judgment,. <br />he felt they were rsecessary. Such sign exists on the south side <br />of 8th Street, just east of the fire station. <br />From Mr, Anderson's remarks, it appears that he does see instances. <br />where "Watch For Children", `"Children" or "Playground" signs would <br />be appropriate where a need can be shown in a specific activity <br />area. A public park would seem to meet these criteria, When <br />Mr. Anderson made his traffic survey in early 1976, Vermont <br />Park and Hidden Oaks Park were not in use so perhaps, some <br />additional signing would be appropriate around these two parks. <br />However, his survey and recommendations did cover the parks <br />existing. at .that time.- <br />3. Vermont Park - 2nd Street SE area <br />At a meeting of the Park Board some discussion took place <br />about probable signing on 2nd St. SE at 1st Ave. SE. There are a <br />large number of children using Ve~lnont Park who live south of 2nd St. SI <br />who must cross 2nd St. SE when going to and from the park. .2nd St. SE <br />is a County Highway ..and as such, any signs placed.:on County Highway. <br />right-of-way would have to be done. so by Ramsey County. This street ; <br />-° carries a fair amount of traffic (no .traffic counts are available <br />here) <br />
