Board of Review -2- <br /> <br />Commissioner Wickland indicated that he would like to see the <br />developer provide some lower cost housing per the desire of the <br />draft Comprehensive Plan. <br />Mr. Dropps stated that it is projected that the lots will cost <br />approximately 515,000 a piece and it would be impossible to <br />develop low cost housing on such lots. <br />Commissioner Anderson noted that he lives on the north side of <br />3rd Street and he has often seen water going into the marsh area. <br />Anderson suggested that the Planning Commission may want to continue <br />this matter until the developer solves his problem with the Rice <br />Creek Watershed District or brings in a revised plat, <br />Mr. Dropps stated that this site had already been assessed for <br />road improvements along 3rd Street and now it appears they are <br />being told that they cannot use the property. <br />Council Representative Fisher noted that development under PRD <br />may be a good idea if the property is to be developed and the <br />• marsh retained. Councilman Fisher further noted that since the <br />Rice Creek Watershed District has indicated the marsh should be <br />retained, the Planning Commission may not want to take any action <br />at this time, <br />Commissioner Doyle stated that he would like to see the reasoning <br />behind the Rice Creek Watershed District decision. <br />Motion by Brown, seconded by Wickland, to continue action on PL-107 <br />until the next Board of Review meeting and direct staff to explore <br />the decision and reasoning of the Rice Creek Watershed District <br />decision. <br />5 ayes - 0 nayes - carried <br />Concept Discussion, Brightwood Hills 2nd Addition: <br />The City Planner reviewed his comments noting that this was placed <br />on the agenda as a concept discussion and formal action was nat <br />required. <br />Mr. Vince Dahle, owner and developer, was present to answer <br />questions. Mr. Dah1e reviewed the history of the golf course <br />• and noted that he had submitted essentially the same plat in 1974. <br />Mr, Dahle stated that the City indicated in 1974 that they were not <br />in a position to buy the golf course.
