TO CONSIDER A REQUEST
FOR A MINOR SUBDIVISION.

3 Ayes - 0 Nayes, Motion Carried

Public Hearing

Egan updated council and proposed changes in the rates which
would be consistent with the policies recommended by the Finan-
cial Policy Advisory Board. Egan explained the primary changes
in the cost to the consumer: the water rate would change from
$.95 per thousand gallons to $.80 per thousand gallons in addi-
tion to a flat fee attached to the water rate; the recommendation
for the sewer rate is to change the rate from $1.33 per thousand
gallons to $1.30 per thousand gallons plus a flat fee paid by
each utility customer.

Egan pointed out that the city's sewer utility will be faced with
a 22% increase from the Metropolitan Waste Control Commission,
which is the major portion of the sewer billing. In the area of
the water utility, Egan stated we are not currently making enough
to finance operations; the major reason revenues are under expen-
ditures is due to contamination costs.

In attempting to address the needs for the utilities and combining
them with the new policy, the city is looking at a rate change
that would be billed to the customer starting in April 1987 and
then phased in by districts; the consumer would also see a change,
particularly for the dwelling units, where the sewer useage would
be based on the "winter quarter water" consumption concept which
is an attempt to have the utility cost to the consumer based more
on the consumer's consumption.

Page Two

City-Issued Checks:
Cancel Outstanding
Report 86-322
Resolution 86-140

Seminary Estates:
Street Lights
Report 86-323
Resolution 86-141

Food License: 946
West County Road D
Report 86-324

Town Hall Meeting:
Set March 21, 1987
Report 86-325

Set Public Hearing
Date: Minor Sub-
division/PL-154
(Leier)
Report 86-326

Public Hearing

Establishment of
Utility Rates
Report 86-327
Resolution 86-142
7:36-7:52pm
