<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 23, 1986 <br /> <br />Announcements and Updates <br /> <br />Brandt reported the Environmental Quality Commission raised the <br />"Recycle Command" issue and felt the city and the counci 1 ought <br />to be taking a look at what effect there will be on the city's <br />budget, on our business community, residents, etc. and asked who <br />would be researching the "recycle cOITUTland;" and suggested someone <br />should take a look at the issue. <br /> <br />Benke stated historically that Commission has been asked to pro- <br />vide a quality review and recommendation to the council; Brandt <br />indicated commissioners did not volunteer nor refuse to do it, <br />but asked who would be the appropriate group because of the impact <br />on the budget. <br /> <br />Proper indicated he has funds in the 1987 budget to monitor the <br />Waste Management Act; although the counties are taking a lead, by <br />1990 cities have to reduce our waste by 20% and recycle about <br />another 20%. <br /> <br />Benke understood Ramsey County has the predominant responsibility <br />and they are generally reacting to Metropolitan Council, general <br />policy developments, and legislation; Chuck Wiger, New Brighton's <br />Metropolitan Council representative, is involved in a lot of <br />policy activities; suggested perhaps the EQC could entertain <br />someone from Ramsey County Waste Management office and someone <br />from Metropolitan Council to discuss what the ramifications are. <br /> <br />Proper noted he and Jerry Bensing, EQC member, will be attending <br />a meeting to review Ramsey County's solid waste program on <br />January 13, 1987, at 7:30 p.m. <br /> <br />Benke asked that Proper report back to council via staff report. <br /> <br />In accordance with Brandt's suggestion, Sinda reported the archi- <br />tect is working on an improved area for visual presentations in <br />the Council Chambers and added that a matching podium made of the <br />same wood is almost completed; and noted there will be other <br />things to be corrected and that staff would appreciate being <br />advised of same. <br /> <br />Benke asked that the audio system be checked to see if the "buz- <br />zing" could be eliminated. <br /> <br />Benke reported staff and New Brighton businessmen made the Star <br />City presentation this afternoon to representatives of the State <br />Department of Energy and Economic Development and, at the conclu- <br />sion of the presentation made by Sinda, Locke, Jim Faust, Jim <br />Senden, Norm Wells, John Risdall, and himself, we were advised <br />that the presentation was considered to be excellent and among <br />the best they have ever seen and not only had we successfully met <br />the requirements of the Star City program but that we were also <br />designated to be the fiftieth city to be so designated. <br /> <br />Page Seven <br /> <br />Announcements <br />and Updates <br /> <br />"Recycle COTTrnand" <br /> <br />City Ha 11 <br /> <br />New Brighton <br />Receives Star <br />Ci ty Status <br />
