The options will have to be investigated and <br />factors carefully weighed to determine which is the most <br />'practical. <br />2. Special-Use Facilities ~ ~'~ variety of special-use facilities <br />-have been suggested by various groups and persons within. <br />the community. ~mongthose that have received the most <br />widespread attention are a Civic Center., indoor ice <br />facility, bubble-enclosed tennis courts, armory, and <br />lighted athletic field. The Citizen's Study Committee ir. ~ <br />December of-1974 issued a report entitled Civic/Community <br />Center Study for the City of New Brighton. -.This report <br />explored in .detail the present availability and needs for <br />civic. space within New Brighton. No firm action recom- <br />mendation"was provided, hocaever. This study also examined <br />the issue of a National Guard armory,-.but .recommended <br />'against sucha facility. .The Citizen's Study Committee.- <br />also recently completed a study of a bubble tennis court <br />for .Hansen Park including estimated costs and a suggested ' <br />. method of .financing. The Park Board over the past several <br />years has rigorously studied the issue of an indoor .ice <br />facility. No specific recommendations.has been made. to <br />the Council regarding this issue.. Of all the special- <br />use facilities noted above only. the lighted athletic <br />field has been recommended for scheduling for improvement. <br />This facility has been endorsed by both the: Park Board <br />and Park Department on the basis that.i.t would reduce- <br />maintenance costs, .make more field time available, and <br />possibly reduce the amount of organized athletics in <br />.neighborhood parks, thereby allowing more time for those <br />,who do not. choose to participate on an organized basis. ' <br />On a tenative basis, Irondale High School would appear to <br />be t'fie proper location for such a facility. <br />Special-use facilities are perhaps the most difficult <br />'to deal with of any project-category in the Capital Plan. <br />Criteria for .need are difficult to establish. Such improve- ' <br />merits should be generated and recommended by other than <br />the administration since they tie so closely to the ! <br />desires of the community. ' <br />
