• P-5 <br />funds are not available, the.City may choose to <br />selectively develop certain functions of the site with <br />its'own funds. Presently, the, five-year Capital <br />Improvement'Plan of the Metropolitan Council has scheduled <br />~~-development, money for the Long Lake site beginning in <br />1980.- They .have, however, no uncommitted funds <br />remaining, although they intend to approach the Legisla- <br />ture in .1976 with a request for $60 million in additional <br />bonding authority. <br />Hansen_P~rk is substantially developed but requires <br />,refinement in order to;make better use of its 'potential. <br />Tt is antcipated,that County Ditch No.2 will be improved <br />through the park ~~~ithin the next two years. .~ consider- <br />able amount of spoils will exist because of this improvement <br />~~ which can: be used to improve the topography in the park a <br />Coordinating use of the spoils with ..the. ditch improvement <br />:can reduce both the costs of the ditch improvement and <br />topographic improvements. <br />Other site improvements are needed to improve the <br />appearance and functionality of the park and .reduce <br />..:operating. maintenance costs.. One of the most obvious_is <br />~~ permanent surfacing along withcurb 'and gutter for the <br />parking areas; This. improvement should encourage greater <br />use. of .the, park, will make the park more pleasing in <br />appearance, will restrict the areas of motorized travel; <br />and will reduce maintenance costs. <br />No:park within New Brighton has a pedestrian. or bike <br />= way system.. Hansen Park seems particularly well suited <br />to such an improvement .because of its accessibility and <br />natural amenities. Such a system would be functional <br />~, ~ for the younger user .to get to a particular active use " <br />'area, but perhaps more important would offer to older <br />users a passive leisure time activity not currently <br />available. In order to be used to its full potential,• <br />such a pathway system should. be lighted. <br />Every park in the system will require relatively.. <br />extensive tree plantings in coming years. Plan'~ings are <br />needed to serve as buffers between the parks and <br />'residences in some cases, in others buffers are needed <br />~betwe~n the park and streets. In other instances, tree s <br />-are necessary for ornamentation and replacement of <br />existing trees which fail victim to vandalism and tree <br />disease. The vast majority of the trees located ::n New <br />Brighton parks are either red oak or ~~merican elm. Even <br />with vigilance and good sanitation, a large number of <br />these. trees will be, destroyed by disease. in the futuree <br />~ It is imperative that. steps betaken to assure a signif- <br />cant number.. of trees for park .plantings....
