Sub-Program Goal:; The oal of the Communit Parks <br />9 y , <br />Structures, and Facilities Sub-Program is-to acquire s <br />ownership or use rights of sites and to develop-.such sites <br />to serve the entire City and to provide special-use <br />'facilities for leisure time activities. <br />B Ob'ec <br />~ tives~ <br />1. Preserve by acquisition, gift, or other arrangement <br />properties which have valuable historic-cultural <br />qualitiese <br />3. Develop community parks to. supplement the' neighborhood <br />.park system including specialized recreational facilities <br />to serve the entire community. <br />4. Provide special=use recreational structures and facilities <br />to serve the expressed needs of various user groups ~ <br />within the community. ~ <br />S. Preserve and enhance the aesthetic qualities of community <br />,facilities. <br />C. Discussion <br />1. Community Parks: New Brighton has-and probably will have <br />only two community parks. These parks are. Hansen and <br />:..Long Lake, The Long Lake site has the potential to become <br />the focal point of the New Brighton park system, if not <br />of the entire City. The varied terrain and vegetation <br />,combined with the water resource makes it a valuable <br />asset to the community. It is, therefore, imperative <br />that careful study and planning be observed prior to the ~ <br />development of this site. A.project of this magnitude <br />will require the services of a skilled planner or <br />planning firm to determine how best the community can <br />utilize this asset. Tt is an underlying assumption in this <br />document that funds from outside sources will be needed <br />to develop the Long Lake site. In addition to costs of <br />typical development such as picnic areas, swimming <br />facilities, etc., a large expenditure of funds is <br />necessary to enable a site such as this to be used as a <br />`°natural area`j while protecting it from destruction from <br />over use and misuse. It is quite likely than local <br />- matching funds will be needed, if federal, state or county <br />funds are to be generated. Also in the event that such <br />
