This program includes community parks, neighborhood <br />parks,: open spaces, and recreational structures .and facilities. <br />- Program Goal: The; goal of the Park Lands, and Recreation Program is to <br />,provide facilities for safe, stimulating, and comprehensive leisure <br />.time activities of Ne~•~ Brighton. citizens. <br />Sub-Programs: Neighborhood~Facilities`and Community,Facilities <br />T. Neighborhood Facilities Sub-Program <br />~' 7-~. -Sub-Program Goals s ,The goal of the .Neighborhood Facilities <br />Sub-Program is to acquire ownership or.use rights of park <br />'sites located..to provide. convenient walking access to all <br />New Brighton citizens and to develop such sites to provide <br />.,optimum recreational serviceability consistent with the <br />preservation and enhancement of pleasing aesthEtic qualities. <br />B. Objectives: <br />_ 1. Acquire property or use rights in those neighborhoods <br />that do not have.convenient.walking.access to a neighbor- <br />hood park facility. <br />2. Develop neighborhood park facilities to meet the needs <br />of .various user groups. <br />3.:.,Praserveand enhance the aesthetic qualities of neighborhood - <br />parks . <br />C. Discussions <br />1. .t~ccessibility.~ A.primary goal of the New Brighton park' <br />system is to provide a neighborhood park within walking , <br />access of .every, resident. ?7alking access is defined as <br />being within a maximum distance of one-half mile without <br />intervening physical obstacles .which prevent safe travel. <br />Examples of such obstacles are freeways,. county roads, <br />railroad tracks, etc., which do not provide for pedestrian <br />crossings. This objective is in line ~~~ith standards and <br />recomt~endations developed by the National-Recreation and <br />Park .Association and_is widely accepted. Unfortunately, <br />-there is no statistical justification available for this, <br />''goal, ..rather it is based on the-generally recognized. <br />value of recreation lands and their contribution to the <br />health and welfare of the individual. t~hile this goal <br />.may be difficult. to justify: statistically, it is the <br />~ best available and any. program of .land acquisition and/or <br />development should. be directed toward it. <br />
