C~1PIT'?L IMPROVEMENT PLAN
Park Lands and Recreation~Program
- Program Description. This program includes community parks, neighborhood
parks,: open spaces, and recreational structures .and facilities.
- Program Goal: The; goal of the Park Lands, and Recreation Program is to
,provide facilities for safe, stimulating, and comprehensive leisure
.time activities of Ne~•~ Brighton. citizens.
Sub-Programs: Neighborhood~Facilities`and Community,Facilities
T. Neighborhood Facilities Sub-Program
~' 7-~. -Sub-Program Goals s ,The goal of the .Neighborhood Facilities
Sub-Program is to acquire ownership or.use rights of park
'sites located..to provide. convenient walking access to all
New Brighton citizens and to develop such sites to provide
.,optimum recreational serviceability consistent with the
preservation and enhancement of pleasing aesthEtic qualities.
B. Objectives:
_ 1. Acquire property or use rights in those neighborhoods
that do not have.convenient.walking.access to a neighbor-
hood park facility.
2. Develop neighborhood park facilities to meet the needs
of .various user groups.
3.:.,Praserveand enhance the aesthetic qualities of neighborhood -
parks .
C. Discussions
1. .t~ccessibility.~ A.primary goal of the New Brighton park'
system is to provide a neighborhood park within walking ,
access of .every, resident. ?7alking access is defined as
being within a maximum distance of one-half mile without
intervening physical obstacles .which prevent safe travel.
Examples of such obstacles are freeways,. county roads,
railroad tracks, etc., which do not provide for pedestrian
crossings. This objective is in line ~~~ith standards and
recomt~endations developed by the National-Recreation and
Park .Association and_is widely accepted. Unfortunately,
-there is no statistical justification available for this,
''goal, ..rather it is based on the-generally recognized.
value of recreation lands and their contribution to the
health and welfare of the individual. t~hile this goal
.may be difficult. to justify: statistically, it is the
~ best available and any. program of .land acquisition and/or
development should. be directed toward it.
