I

I

I

Council Meeting Minutes
December 9, 1986

Council Business, continued

Send en further commented that each issue, a number of which may
be combined, will be assigned to an individual or an organization
and reports will be made back to the Committee; and cable tele-
vision could be used to communicate to the public.

Brandt commented those in attendance were people who have been
involved and who have already demonstrated concern. Brandt
stated because those in attendance were unaware of a lot of the
things that are being done suggests there are a lot of people who
know so much less.

Senden indicated the first theme was Communication and the second
was a need for {Re)Development.

Williams asked what plans were made to communicate a summary of
the workshop to the citizens, indicating there will be task
forces and asking for input. Send en stated there would be a
broad invitation for participation; categorization and priori-
tization of the issues is in process; and an Executive Summary
will be given to the Chamber and to the attendees for further
review.

Schmidt stated this really focuses on whether or not New Brighton
has a sense of "community" and he sees a real need for communica-
tion to help foster the sense of community. Schmidt continued
that this city is split (multiple cities involved in the school
district, part of us is connected to St. Paul and part to
Minneapolis, and we have all of the suburban influences) and the
issue of trying to create an identity and to shape a sense of
community is a really difficult job to tackle. Schmidt strongly
felt the need to establish the leadership group and subgroups
which will focus on that kind of mission and to work in establish-
ing a sense of community (promoting all of the good things that
happen, who the people are community are that are participating).
Schmidt suggested promoting not just what development hasn't
occurred, but really promoting what development has occurred
because people are unaware of what has gone on in-the city and,
therefore, they believe nothing has been accomplished.

Benke commended Risdall and Senden for their very productive work-
shop and is looking forward with enthusiasm to addressing the
issues and, on behalf of council and staff, offered resources to
implement the plans.

Sinda reviewed staff report and summarized the various meetings
he had attended in conjunction with the Ramsey County court con-
solidation issue; noting our civil attorney, Tom Hughes suggested
if the judges did consolidate the courts, our recourse would be
to go to appellate court and then, if necessary, to legislature.

Page Ten

Court Consolidation
Report 86-319
