CONSIDERATION OF TERMINATION OF JOINT POWERS AGREEMENT WITH <br />MOUNDS VIEW (AQUATICS DIRECTOR POSITION). <br /> <br />Public Hearing <br /> <br />Kelley had nothing to add to the staff report concerning an <br />application for an On-Sale Intoxicating Liquor License and noted <br />a representative of the applicant was present to answer any <br />questions. <br /> <br />Edward Hance, attorney for Mr. Stuart, introduced himself and <br />indicated James Stuart's sons were present along with Edward <br />Dice, designer with Carlson Refrigeration. <br /> <br />Dice presented council with reprints from publications showing <br />how a restaurant and bar co-exist; society is changing its <br />approach to drinking, eating, and mingling. Dice noted the pro- <br />posed facility would: seat 150 for eating (will be a major gut- <br />ting, moving walls, and moving the existing kitchen); have a <br />California Hofbrau-type of menu and a casual atmosphere; have a <br />flexible kitchen (can go to pizza or steak dinner); and will be <br />serving finger foods (ie. popcorn). <br /> <br />In response to Benke's questions, Dice indicated the facility <br />would be promoted as a restaurant with a bar, and that the kitchen <br />could remain open until 1:00 a.m. (indicated the menu with the <br />hours is in draft form). <br /> <br />Dice continued there would be about 38 seats around the physical <br />portion of the bar and the balance of the seating would be booths <br />and tables; as there is a heavy emphasis in the industry on large <br />screen televisions, the Don't Pass Bar will have a television <br />rather than live entertainment; and the facility would be open for <br />business the end of February or the first of March. <br /> <br />Gunderman commented he liked the flier which emphasizes drinking <br />less and lighter; Dice noted people are drinking less and spending <br />more money eating. <br /> <br />Page Two <br /> <br />City Hall, Change <br />Order #3 <br />Report 86-305 <br /> <br />1987 Street <br />Improvement <br />Projects: <br />Feasibility Study <br />Report 86-306 <br /> <br />Aquatics Director: <br />Termination of <br />Joint Powers Agmt. <br />with Mounds View <br />Report 86-307 <br /> <br />Public Hearing <br /> <br />On-Sale Intoxicating <br />Liquor License <br />Application: Don't <br />Pass Bar (James L. <br />Stuart) <br />Report 86-308A & B <br />7:35-7:51pm <br />
